It is<br \/>\n\tpertinent to note that the applicants did not make any alternative<br \/>\n\tarrangement to conduct the matter and remained indolent.\n<\/p>\n<p>It<br \/>\n\tis required to be noted that  there is general allegation that the<br \/>\n\tjudiciary is moving in a sluggish track. There is a hue and cry that<br \/>\n\tmatter is not being decided expeditiously and it takes years to<br \/>\n\tdecide a matter. However, the fact remains that most of the times,<br \/>\n\tthe courts are helpless and are required to adjourn the matters from<br \/>\n\ttime to time wasting time of administration as well as the Court.<br \/>\n\tTherefore, when there is a total lethargy on the part of the<br \/>\n\tparties, and they are not vigilant to keep track of the matter, such<br \/>\n\tmatter does not deserve to be entertained.\n<\/p>\n<p>In<br \/>\n\tthe premises aforesaid, I am of the view that the applicants were<br \/>\n\tnot vigilant about the matter and  this is not a deserving case to<br \/>\n\trecall and restore the matter to file.
