SIRI JAGAN, J.\n                  ------------------------------------\n                    W.P.(C)No.19804 OF 2008\n                ----------------------------------------\n                   Dated this the 1st day of July, 2008\n\n                              JUDGMENT\n<\/pre>\n<p>      The petitioner&#8217;s vehicle has been seized on allegation of<\/p>\n<p>illegal transportation of river sand. The petitioner submits that<\/p>\n<p>the sand in question was accompanied by all required permits<\/p>\n<p>and passes and therefore the seizure is totally illegal.          The<\/p>\n<p>petitioner also relies on the documents produced in support of his<\/p>\n<p>contentions. The petitioner therefore seeks the following reliefs:<\/p>\n<blockquote><p>               &#8220;i)   Call for the records leading upto Ext.P6 and<br \/>\n         quash Ext.P6 with the issue of a writ of Certiorari or<br \/>\n         other appropriate writ, order or direction,\n<\/p><\/blockquote>\n<blockquote><p>               ii)   Issue   a  writ   of    mandamus  or   other<br \/>\n         appropriate writ, order or direction directing the<br \/>\n         respondents to permit the petitioner to transport the<br \/>\n         river sand to the place mentioned in permit so issued<br \/>\n         under &#8220;Kerala Protection of River Banks and Regulations<br \/>\n         of Sand Act 2001 and Rules, 2002 without any kind of<br \/>\n         obstruction or hindrance from him;\n<\/p><\/blockquote>\n<blockquote><p>               ii)   issue  a   writ   of   mandamus   or   other<br \/>\n         appropriate writ, order or direction, directing the<br \/>\n         respondents 1 &amp; 2 to eliminate and reduce the long<br \/>\n         delay and high procedural formalities in issuing river<br \/>\n         sand permit contemplated under Rule 29(1) (C), (d), (e)<br \/>\n         and (f) of the Rules, while the river sand permit issued<br \/>\n         by local authority u\/R 29(1)(a) is in force.&#8221;\n<\/p><\/blockquote>\n<p><span class=\"hidden_text\">W.P.(c)No.19804\/08                2<\/span><\/p>\n<blockquote><p>      2.    I have heard the learned Government Pleader also.\n<\/p><\/blockquote>\n<p>I am of opinion that these are all matters which the District<\/p>\n<p>Collector has to consider while passing final orders in the<\/p>\n<p>matter.\n<\/p>\n<p>      In the above circumstances, this writ petition is disposed<\/p>\n<p>of directing the 3rd respondent to pass final orders pursuant to<\/p>\n<p>the seizure, complained of in this writ petition, as expeditiously<\/p>\n<p>as possible at any rate, within a period of seven days from the<\/p>\n<p>date of receipt of a copy of this judgment. The petitioner shall<\/p>\n<p>personally handover a certified copy of this judgment to the 3rd<\/p>\n<p>respondent, who shall hear the petitioner on the date when the<\/p>\n<p>certified copy is presented or on another day, so that the<\/p>\n<p>orders can be passed within seven days.\n<\/p>\n<\/p>\n<p>                                       S.
