Cogent Terms and Conditions and Rules the authorities of          \u2022 For tender condition contact ISRO<br \/>\n      the Assistant Labour Commissioner (Central)\/ Deputy Chief         \u2022 Minimum wages details enclosed below.<br \/>\n      Labour Commissioner (Central) concerned issued to                 \u2022 For safety etc., refer to Building &amp; Other<br \/>\n      LPSC\/ISRO on how to deal with Contract Labour regarding               Construction Workers Act, 1996 and<br \/>\n      safety, payments, security w.r.t. educational qualifications,         Contract Labour Act, 1970.<br \/>\n      skill etc. and other benefits like ESI etc.\n<\/p>\n<p>3. CLC (C), Chennai<br \/>\n       the grievances of these Contract Labours.\n<\/p>\n<p>       ** Last and current year&#8217;s data is required in all the above<br \/>\n       queries in the form of certified copies.\n<\/p>\n<p>Grounds for the First Appeal:\n<\/p>\n<p>Unsatisfactory and evasive information provided by the PIO.\n<\/p>\n<p>Order of the First Appellate Authority (FAA):\n<\/p>\n<p>The FAA ordered that :\n<\/p>\n<p>   \u2022 the management can provide information w.r.t. query no. 2(1), 3, 4, 5, 6, 7, 13, 15, 16.<br \/>\n   \u2022 The information provided by the PIO is in order w.r.t. query no. 2(2)(3), 4, 10, 11.<br \/>\n   \u2022 Information w.r.t. query no. 1 and 9 should be given by the ALC (C), Madurai after the Appellant deposits<br \/>\n       the required fee.\n<\/p>\n<p>   \u2022 Information w.r.t. query no. 12, the ALC (C) was advised to take up the matter with the concerned<br \/>\n       authorities.\n<\/p>\n<p>   \u2022 Information w.r.t. query no. 8 should be referred from Rule 25 of Contract Labour Rules, 1971, and query<br \/>\n       no. 12 from sec 10 of CL Act.\n<\/p>\n<p>   \u2022 Query no. 17- address of the authorities were mentioned in details (as enclosed further).\n<\/p>\n<p>Grounds for the Second Appeal:\n<\/p>\n<p>Unsatisfactory and incomplete reply provided.\n<\/p>\n<p>Relevant Facts emerging during Hearing:\n<\/p>\n<p>The following were present<br \/>\nAppellant: Mr. B Annathurai on video conference from NIC-Tiruneveli Studio;<br \/>\nRespondent: Mr. R. N. Kumar,Public Information Officer &amp; Assistant Labour Commissioner on video conference<br \/>\n             from NIC-Madurai Studio;\n<\/p>\n<p>        The PIO has given certain information but the appellant would like to inspect the records and get the<br \/>\ninformation which he requires. The appellant would like to inspect the records at the PIO&#8217;s office in Madurai on<br \/>\n30 September 2010 from 02.00PM onwards.\n<\/p>\n<p>Decision:\n<\/p>\n<p>The Appeal is allowed.\n<\/p>\n<p>       The PIO is directed to facilitate an inspection of the relevant records by the appellant<br \/>\non 30 September 2010 form 02.00PM onwards.
