Chander Bhan Sharma, Sh. Sunil Kumar dealing clerk informed the under signed<br \/>\nthat the service book of O.P.Gupta was sent to ACA\/PENSION CELL\/KBZ, whether it<br \/>\nis correct or not, action taken report by the ACA\/KBZ or Audit Deptt. KBZ, action<br \/>\ntaken the service book of O.P.Gupta was returned to the AEO\/KBZ or not, etc.<br \/>\n S. No.                 Information Sought.                    The PIO replied\n<\/p>\n<p>1.        That whether the service book of Late Sh. The case was put up to Acctt&#8217;s<br \/>\n          Chander Bhan Sharma was \/is demanded by department with the photostat of<br \/>\n          the AEO\/KBZ after 10-10-2007, who was Service Book provided by Sh. OM<br \/>\n          retired as J.M&#8230;.having P.P.O. No. 11067-G, PRAKASH GUPTA.<br \/>\n          from civil line zone on 31\/10\/1992 and was<br \/>\n          appointed on 18-10-1960 and his dated of birth<br \/>\n          was 01\/11\/1932 regarding to remove anomalies<br \/>\n          in stepping up the pay of a junior exceeding the<br \/>\n          pay of a senior employees by OM PRAKASH<br \/>\n          GUPTA retired head masters on 31\/03\/1999<br \/>\n          and appointed on 17\/10\/1960 who was \/is<br \/>\n          senior to him and when?\n<\/p>\n<p>2.        That when the photo copy of service book Sh. Yes.\n<\/p>\n<p>          Chander Bhan Sharma was supplied to<br \/>\n          DEO\/KBZ and Sh. Sunil Kumar Dealing clerk<br \/>\n          received on 13\/07\/2007 on 13\/07\/2007 on the<br \/>\n          direction of DEO\/KBZ by the under signed is it<br \/>\n          correct or not?\n<\/p>\n<p>3.        Whether it is correct or not that O.P.Gupta Yes.\n<\/p>\n<p>          PPO No. 299 KBZ sent a reminder to<br \/>\n          DEO\/KBZ on 02\/01\/2007 in this connection<br \/>\n       whose copy was received by the dispatcher of<br \/>\n      KBZ\/Educ. Deptt.\n<\/p>\n<p>4.    Sh. Sunil Kumar dealing clerk informed the         The service book        is   with<br \/>\n      under signed that the service book of              Education Deptt.<br \/>\n      O.P.Gupta was sent to ACA \/Pension<br \/>\n      Cell\/KBZ and Smt. Sudesh Kumari UDC<br \/>\n      received through Sh. Ramesh Kumar Peon for<br \/>\n      Audit? Whether is correct or not?\n<\/p>\n<p>5.    What action has been taken by the ACA\/KBZ          The service book is with the<br \/>\n      or Audit Deptt.\/KBZ after inspecting the           Education Deptt.<br \/>\n      service book of O.P. Gupta who retired on<br \/>\n      31\/03\/1999 as H.M\n<\/p>\n<p>6.    Whether after taking action the service book of    The service book        is   with<br \/>\n      O.P.Gupta was returned to the AEO\/KBZ or           Education Deptt.<br \/>\n      not?\n<\/p>\n<p>7.    Whether is it correct according to saying of Sh.   The service book is withEducation<br \/>\n      Sunil Kumar that the said service book was not     Deptt.<br \/>\n      received by him through Sh. Ramesh Kumar<br \/>\n      Peon? Sh. Ramesh Kumar Peon said that he<br \/>\n<span class=\"hidden_text\">      handed over the service book PPO No. 299<\/span><br \/>\n      KBZ of Sh. O.P. Gupta to the said clerk?\n<\/p>\n<p>8.    All these persons knowingly and deliberately       No.<br \/>\n      concealed the service book of O.P. Gupta H.<br \/>\n      M. to harras him and their motive seems to be a<br \/>\n      dangerous. Is it correct or not?\n<\/p>\n<p>9.    I wrote in this connection to DEO\/KBZ on           The original service book is with<br \/>\n      10.10.2007 to take necessary action against        the department.<br \/>\n      those persons or person who concealed the said<br \/>\n      service book and prepare a duplicate service<br \/>\n      book what action has been taken by the<br \/>\n      DEO\/KBZ in this connection? Please supply a<br \/>\n      copy of action by the DEO\/KBZ immediately<br \/>\n      to the under signed.\n<\/p>\n<p>10.   Why the action has not been taken by              The department tries to get the<br \/>\n      DEO\/KBZ AEO KBZ to remove the anomalies           service book of Sh. Chander Bhan<br \/>\n      in stepping up the pay of O.P. Gupta till to?ay   Sharma and after supply of<br \/>\n                                                        photocopy of service book of Sh.\n<\/p>\n<p>                                                        Chander Bhan Sharma the case is<br \/>\n                                                        put to Acctt&#8217;s department for n.a.\n<\/p>\n<p>11.   I am interest to solve this important problem As above.\n<\/p>\n<p>      but why the AEO\/KBZ is not taking any<br \/>\n      interest to remove the anomaly in stepping up<br \/>\n      the pay in this urgent matter?\n<\/p>\n<p>12.   Whether I can hope from the Hon&#8217;ble Dy. This question pertains to Account<br \/>\n      Commissioner \/KBZ for taking necessary Department.<br \/>\n      action to solve this problem to remove genuine<br \/>\n      anomalies in stepping up of the pay of a senior<br \/>\n      at par with his junior with a view arising out of<br \/>\n      application of the rules orders permissible<br \/>\n      under specific Govt. orders subject condition<br \/>\n      specific infra?\n<\/p>\n<p> The First Appellate Authority ordered.\n<\/p>\n<p>        &#8220;From the perusal of the record, it is seen that the Para-wise reply to the petitioner has<br \/>\nalready been furnished in this case. However, the reply appears to be mechanical in nature<br \/>\nand is not specific on certain issues.
