We \u00a0 heard \u00a0 this \u00a0 case \u00a0 through \u00a0 videoconferencing. \u00a0 The \u00a0 Appellant \u00a0 was\u00a0<\/p>\n<p>present\u00a0in\u00a0the\u00a0Hyderabad\u00a0studio\u00a0of\u00a0the\u00a0NIC.\u00a0The\u00a0Respondent\u00a0was\u00a0present\u00a0in\u00a0the\u00a0<\/p>\n<p>Mumbai\u00a0studio.\n<\/p>\n<p>CIC\/SM\/A\/2010\/000681\n<\/p>\n<p> 3.      We\u00a0 heard\u00a0 their\u00a0 submissions.\u00a0 The\u00a0 Appellant\u00a0 had\u00a0 sought\u00a0 a \u00a0 number\u00a0 of\u00a0<\/p>\n<p>information\u00a0regarding\u00a0the\u00a0alleged\u00a0irregularities\u00a0in\u00a0the\u00a0IPO\u00a0of\u00a0the\u00a0UCO\u00a0Bank.\u00a0<\/p>\n<p>Between\u00a0the\u00a0CPIO\u00a0and\u00a0the\u00a0Appellate\u00a0Authority,\u00a0much\u00a0of\u00a0the\u00a0information\u00a0had\u00a0<\/p>\n<p>been\u00a0disclosed.\u00a0However,\u00a0the\u00a0CPIO\u00a0had\u00a0not\u00a0agreed\u00a0to\u00a0disclose\u00a0the\u00a0names\u00a0of\u00a0<\/p>\n<p>the \u00a0 employees \u00a0 and \u00a0 officers \u00a0 found \u00a0 responsible \u00a0 for \u00a0 the \u00a0 alleged \u00a0 irregularities.\u00a0<\/p>\n<p>During \u00a0 the \u00a0 hearing, \u00a0 the \u00a0 Appellant \u00a0 submitted \u00a0 that \u00a0 until \u00a0 these \u00a0 names \u00a0 were\u00a0<\/p>\n<p>disclosed,\u00a0the\u00a0interested\u00a0public\u00a0would\u00a0not\u00a0be\u00a0in\u00a0a\u00a0position\u00a0to\u00a0take\u00a0any\u00a0further\u00a0<\/p>\n<p>action \u00a0 in \u00a0 the \u00a0 matter \u00a0 and \u00a0 in \u00a0 public \u00a0 interest, \u00a0 this \u00a0 should \u00a0 be \u00a0 disclosed. \u00a0 The\u00a0<\/p>\n<p>Respondent\u00a0argued\u00a0that\u00a0the\u00a0names\u00a0of\u00a0account\u00a0holders\u00a0et\u00a0cetera\u00a0should\u00a0not\u00a0be\u00a0<\/p>\n<p>disclosed\u00a0as\u00a0the\u00a0RBI\u00a0held\u00a0the\u00a0information\u00a0in\u00a0a\u00a0fiduciary\u00a0capacity.<\/p>\n<p>4.      After \u00a0 hearing \u00a0 the \u00a0 submissions \u00a0 of \u00a0 both \u00a0 the \u00a0 parties \u00a0 and \u00a0 carefully\u00a0<\/p>\n<p>considering\u00a0the\u00a0facts\u00a0of\u00a0the\u00a0case,\u00a0we\u00a0fail\u00a0to\u00a0agree\u00a0with\u00a0the\u00a0arguments\u00a0of\u00a0the\u00a0<\/p>\n<p>Respondent. \u00a0 After \u00a0 all, \u00a0 if \u00a0 it \u00a0 is \u00a0 admitted \u00a0 that \u00a0 certain \u00a0 irregularities \u00a0 had \u00a0 been\u00a0<\/p>\n<p>committed\u00a0in\u00a0the\u00a0IPO\u00a0and\u00a0a\u00a0penalty\u00a0was\u00a0imposed\u00a0by\u00a0the\u00a0RBI\u00a0on\u00a0the\u00a0Bank,\u00a0we\u00a0<\/p>\n<p>do \u00a0 not \u00a0 see \u00a0 any \u00a0 reason \u00a0 why \u00a0 the \u00a0 names \u00a0 of \u00a0 the \u00a0 officers \u00a0 and \u00a0 employees\u00a0<\/p>\n<p>responsible\u00a0for\u00a0the\u00a0irregularities\u00a0should\u00a0not\u00a0be\u00a0placed\u00a0in\u00a0the\u00a0public\u00a0domain.\u00a0In\u00a0<\/p>\n<p>fact,\u00a0such\u00a0disclosure\u00a0would\u00a0lead\u00a0to\u00a0greater\u00a0transparency\u00a0and\u00a0accountability.<\/p>\n<p>5.      In\u00a0view\u00a0of\u00a0this,\u00a0we\u00a0now\u00a0direct\u00a0the\u00a0CPIO\u00a0to\u00a0provide\u00a0to\u00a0the\u00a0Appellant\u00a0within\u00a0<\/p>\n<p>10\u00a0working\u00a0days\u00a0from\u00a0the\u00a0receipt\u00a0of\u00a0this\u00a0order\u00a0the\u00a0names\u00a0of\u00a0the\u00a0officers\u00a0and\u00a0<\/p>\n<p>individuals\u00a0of\u00a0the\u00a0UCO\u00a0Bank\u00a0and\u00a0any\u00a0other\u00a0organisation\/institution\u00a0whom\u00a0the\u00a0<\/p>\n<p>RBI\u00a0had\u00a0found\u00a0to\u00a0be\u00a0responsible\u00a0for\u00a0the\u00a0said\u00a0irregularities\u00a0in\u00a0the\u00a0IPO\u00a0of\u00a0the\u00a0UCO\u00a0<\/p>\n<p>Bank.\n<\/p>\n<\/p>\n<p>6.      With\u00a0the\u00a0above\u00a0direction,\u00a0the\u00a0appeal\u00a0is\u00a0disposed\u00a0of.<\/p>\n<p>CIC\/SM\/A\/2010\/000681\n<\/p>\n<p> 7.
