P5, the 2nd respondent has<\/p>\n<p>stopped all works for making the land purchased by the petitioner<\/p>\n<p>a house site.\n<\/p>\n<p>      2. A reading of Ext. P5 shows that this is only a stop memo<\/p>\n<p>and that proceedings have not been finalised by the said order. In<\/p>\n<p>view of this I feel, the appropriate course to be adopted is to require<\/p>\n<p>the 2nd respondent to finalise the proceedings with notice to the<\/p>\n<p>affected parties.\n<\/p>\n<p>      3. Therefore, I dispose of this writ petition directing that the<\/p>\n<p>proceedings pursuant to Ext. P5 issued by the 2nd respondent shall<\/p>\n<p>be finalised by the said respondent with notice to the petitioners<\/p>\n<p>and others who are likely to be affected by any such order.
