Justice ANTONY DOMINIC\n\n Dated :12\/11\/2008\n\n O R D E R\n                           ANTONY DOMINIC, J.\n                          ==============\n                     W.P.(C) NO. 33260 OF 2008 (H)\n                    ====================\n\n               Dated this the 12th day of November, 2008\n\n                               J U D G M E N T\n<\/pre>\n<p>       Petitioner was initially appointed as UPSA and by Ext.P10, he was<\/p>\n<p>promoted as an HSA. According to the petitioner, proposal for approval of<\/p>\n<p>his promotion has been forwarded to the 1st respondent under whose<\/p>\n<p>jurisdiction, the petitioner was then working. So far the 1st respondent has<\/p>\n<p>not passed orders on the proposal and in the meanwhile, petitioner has<\/p>\n<p>been transferred to another school in Kottayam District under the same<\/p>\n<p>corporate educational agency.      It is stated that since approval has not<\/p>\n<p>been granted so far, he is still getting the salary as applicable to UPSA. In<\/p>\n<p>these circumstances, petitioner has filed Ext.P16 before the 1st respondent<\/p>\n<p>praying for expeditious orders on the proposal made by the Manager for<\/p>\n<p>approval of his appointment as HSA. In this writ petition, what is sought<\/p>\n<p>for is a direction to the 1st respondent to pass orders on Ext.P16 and<\/p>\n<p>proposal for approval of his appointment as HSA.<\/p>\n<p>       2.     Having regard to the facts as stated above, I see no reason to<\/p>\n<p>decline the prayer sought for.\n<\/p>\n<p>       3.     Accordingly, the writ petition will stand disposed of directing<\/p>\n<p>that the 1st respondent shall take up, consider and pass orders on Ext.P16<\/p>\n<p>WPC 33260\/08<br \/>\n<span class=\"hidden_text\">                                   :2 :<\/span><\/p>\n<p>and the proposal, if any, for the approval of the petitioner&#8217;s appointment<\/p>\n<p>as HSA.
