P1 is a circular issued by the 1st respondent increasing the<\/p>\n<p>salary of staff, without enhancing the fee.      On receipt of Ext. P1,<\/p>\n<p>petitioner filed Ext. P2 seeking clarification on Ext. P1. Petitioner<\/p>\n<p>submits that orders have not been passed on Ext. P2 and hence this<\/p>\n<p>writ petition. If Ext.
