The appellant was<br \/>\npresent in person, whereas the respondents were represented by Shri Mohd. Ali, ACP,<br \/>\nShri Ashok Kumar, Inspector, Shri Hem Chand, SI and Shri Ishwar Singh, SHO.\n<\/p>\n<p>2.     The appellant filed RTI-request dated 12.8.2010 seeking information on six RTI-<br \/>\nqueries pertaining to collection of Rs. 1100\/- from him by Shri Ravinder, Beat Constable.<br \/>\nThe PIO vide letter No. (1673)\/10346\/RTI Cell\/SD dated 14.9.2010 has provided point-<br \/>\nwise reply to the appellant.\n<\/p>\n<p>3.     Aggrieved by the reply of PIO, the appellant preferred first-appeal on 11.10.2010<br \/>\nbefore FAA. The FAA vide order No. (166)RTIA\/10(SD)\/271-72 dated 10.11.2010 has<br \/>\ndecided appellant&#8217;s first-appeal with the direction to PIO to provide certain information to<br \/>\nthe appellant, with the observation that points No. 1 to 4 argued by the appellant in the<br \/>\nappeal do not at all correlate with his RTI application and keep emphasizing to take action<br \/>\nagainst the person (HC Ravinder) on the issue of false or wrong enquiry. Point No. 5 &amp; 6\n<\/p>\n<p>&#8211; the allegations leveled by the appellant in these paras are false and baseless as no fee<br \/>\nhas been collected by HC Ravinder and despite making telephone calls to the appellant,<br \/>\nhe could not join the enquiry, the HC Daviner Singh had to visit his house. In compliance<br \/>\nwith the FAA&#8217;s direction the requisite information has been<br \/>\n<span class=\"hidden_text\">                                                    -2-<\/span><br \/>\n                                                           Case No. CIC\/SS\/A\/2011\/000347<\/p>\n<p>provided to the appellant by the PIO\/SD vide letter No. 12779\/RTI Cell\/SD dated<br \/>\n24.11.2010.\n<\/p>\n<p>4.      During the hearing the respondents submitted that the enquiry report of appellant&#8217;s<br \/>\ncomplaint has been provided to him. The main grievance of the appellant is regarding<br \/>\ninstallation of water connection, which is of civil nature and discloses no cognizable<br \/>\noffence. For the redressal of his grievance, the appellant can approach to Delhi Jal Board.\n<\/p>\n<p>5.
