Brahma Deva   <\/p>\n<p>1. Case called, none appeared on behalf of the appellants. However threre was a request for an adjournment. We are not inclined to great adjournmemt for the reason, that the appellants being a Public Sector Undertaking, clearance is required from the Committee of Secretaries to proceed with the matter as observed by the Supreme Court in the case of ONGC reported in 1992 (61) ELT Pg 3 as well as 1994 (70) ELT 45. In the memorandum of appeal it was specified by the party that the said Institute is functioning under the administrative control Ministry of Industry, Government of India. This being the position in the absence of the clearance certificate, all these appeals are dismissed.
