BLOCK DEVELOPMENT OFFICER,\n                           KARAKAT BLOCK, ROHTAS.\n                                      -----------\n<\/pre>\n<p>2   01\/10\/2010            Petitioner retired from service in the year 2001.<\/p>\n<p>                  He is claiming benefit of promotion\/notional promotion<\/p>\n<p>                  from the year 1991 as some kind of policy decision was<\/p>\n<p>                  taken to grant promotion to such persons who had<\/p>\n<p>                  acquired a degree in Agriculture and had required<\/p>\n<p>                  experience.
