The effect of<br \/>\nthat will be that, Para 4(A) is to be read in the main application,<br \/>\nwhich is filed seeking condonation of delay.\n<\/p>\n<p>2.0\tOn<br \/>\nreading Para 4(A), it is noticed that the award was passed on 8th<br \/>\nMay 2009, the Certified Copy of the award was applied on 15th<br \/>\nMay 2009 and the copy was made ready for delivery on 21st<br \/>\nMay 2009.\n<\/p>\n<p>2.1\tOften<br \/>\nit is alleged that the delay is caused in Courts.  At least, the<br \/>\naforesaid dates do suggest that the Courts have started working<br \/>\nsatisfactorily.  The Certified Copy was applied for on 15th<br \/>\nMay 2009 and it was ready on 21st May 2009.\n<\/p>\n<p>3.0\tWithout<br \/>\nsetting out any reason, it is said in the said Para that Certified<br \/>\nCopy was forwarded to the Divisional Office only on 30th<br \/>\nJuly 2009, that is after more than two months.  In absence of any<br \/>\nexplanation, much less a satisfactory explanation for this delay,<br \/>\ncondonation of delay of 42 days is not warranted.  Delay is to be<br \/>\ncondoned only when it is  satisfactorily explained.  In absence<br \/>\nof any explanation, the Civil Application is dismissed.\n<\/p>\n<p>[<br \/>\nRavi R.
