The       District       Welfare       Officer,\n                       Bhagalpur.................................................................Respondents\n                                     -----------\n<\/pre>\n<p>2   01.10.2010              Heard    learned          counsel       for     the<\/p>\n<p>                   petitioner as well as learned counsel for<\/p>\n<p>                   the State.\n<\/p>\n<p>                            From     the        pleadings           of      the<\/p>\n<p>                   petitioner it appears that father of the<\/p>\n<p>                   petitioner died in harness on 01.12.1981.<\/p>\n<p>                   Thereafter       his        mother        applied        for<\/p>\n<p>                   appointment      on    compassionate         ground      and<\/p>\n<p>                   the        petitioner              also          submitted<\/p>\n<p>                   applications.         In    this     way,       they    kept<\/p>\n<p>                   sending    applications        to    the     authorities<\/p>\n<p>                   for more than 20 years. Now the petitioner<\/p>\n<p>                   has approached this Court in 2008.<\/p>\n<p>                            There is nothing on record to show<\/p>\n<p>                   that    the   petitioner       was       prevented      from<\/p>\n<p>                   approaching      this      Court    in    due    time    for<\/p>\n<p>                   redressal of his grievances.<br \/>\n<span class=\"hidden_text\">                     2<\/span><\/p>\n<p>           In      the    circumstances,     the   writ<\/p>\n<p>     application    is    dismissed   on   account   of<\/p>\n<p>     delay and laches.\n<\/p>\n<\/p>\n<p>                         (J.
