The Applicant filed an RTI application dt.27.3.09 with the PIO, Railway Board<br \/>\n      requesting for information against 5 points including copy of the Railway Board letter<br \/>\n      dt.9.8.07 informing that &#8216;no specific orders were issued to de-promote you from the<br \/>\n      post of Sr.DSC\/RPF. He also sought copy of DPC minutes\/panel of candidates formed<br \/>\n      by the UPSC besides wanting to inspect the case file relating to his representation to<br \/>\n      the Railway Minister for redressal of his two grievances against injustice perpetrated<br \/>\n      during 26 years of service. On not receiving any reply, the Applicant an appeal<br \/>\n      dt.15.5.09 with the Appellate Authority.        He requested the AA to take into<br \/>\n      consideration the D.O letter dt.25.4.08 of Shri O.P.Kejariwal, former Information<br \/>\n      Commissioner, CIC addressed to Chairman, Railway Board, while deciding the appeal<br \/>\n      Shri Shivnandan Singh, CPIO-II replied on 27.5.09 who while enclosing the point wise<br \/>\n      information dt.26.5.09 furnished by Shri Sanjay Kishore, Director(Prosecution) also<br \/>\n      added that the RTI application was received only on 29.4.09. Not satisfied with the<br \/>\n      reply, the Applicant filed an appeal dt.24.7.09 with the Appellate Authority expressing<br \/>\n      his dissatisfaction with information provided against points 4 and 5.    He once again<br \/>\n      requested   the AA      to take into consideration the D.O letter dt.25.4.08 of Shri<br \/>\n      O.P.Kejariwal, former Information Commissioner, CIC addressed to Chairman, Railway<br \/>\n      Board, while deciding the appeal. On not receiving any reply, the Appellant filed a<br \/>\n      second appeal dt.20.11.09 before CIC praying for imposition of penalty on the PIO for<br \/>\n      providing incorrect and incomplete information and requesting the Commission to<br \/>\n      direct the PIO to provide correct information to point 7 of his second appeal.\n<\/p>\n<p>2.    The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the hearing<br \/>\n      for February 11, 2010<\/p>\n<p>3.    Both the Appellant and the Respondents were not present during the hearing.\n<\/p>\n<p>Decision<\/p>\n<p>4.    The Commission on perusal of information provided against each of the points directs<br \/>\n      the Respondent to provide any additional information available with the Public<br \/>\n      Authority which can be provided in response to the comments furnished by the<br \/>\n        Appellant in his second appeal. If no further information is available the Appellant to<br \/>\n       be informed accordingly. Information, if available, to be provided to the Appellant by<br \/>\n       15 March, 2010.\n<\/p>\n<p>5.
