That, I had obtained a BPL Ration Card No. BPL62220228 issued at the above<br \/>\n      mentioned address in my name of 16-08-2002.\n<\/p>\n<p>2.    That, I had submitted an application with Ration Card bearing No. BPL 62220228 during<br \/>\n      the renewal period and received and acknowledgement no. 266940 of the said<br \/>\n      application. I had filed this application to food supply officer Circle No. 56 at Rain<br \/>\n      Basera Sarai Pipal Thala, Delhi &#8211; 110033 on dt. 14-01-2008.\n<\/p>\n<p>3.    That, after submitting the above said card. I obtained food grains and kerosene oil on the<br \/>\n      strength of that acknowledgement receipt that I had obtained on the afore mentioned date<br \/>\n      i.e. 14-01-2008 same as given in Clause (2).\n<\/p>\n<p>The PIO&#8217;s reply:\n<\/p>\n<blockquote><p>      1-     BPL card could not be renewed as computer shows it as invalid.\n<\/p><\/blockquote>\n<pre>      2-     Same as above.\n      3-     The above ration card is not renewed.\n      4-     Not applicable.\n      5-     Not applicable.\n Ground of the First Appeal:\n<\/pre>\n<p>     Incomplete information has been provided to the appellant.\n<\/p>\n<p>Order of the FAA:\n<\/p>\n<p>      No order had been passed by the F.A.A.\n<\/p>\n<p>Ground of the Second Appeal:\n<\/p>\n<p>     The incomplete information had been provided by the PIO and no order had been passed by<br \/>\nthe F.A.A..\n<\/p>\n<p>Relevant Facts emerging during Hearing:<br \/>\nThe following were present:\n<\/p>\n<p>Appellant : Smt. Dharama Devi;\n<\/p>\n<p>Respondent : Mr. Mange Ram, Public Information Officer &amp; Assistant Commissioner; Mr. Ram<br \/>\nKrishan, FSO;\n<\/p>\n<p>        The appellant has been given a duplicate ration card on 01\/07\/2009 with a<br \/>\nnumber:AAY62220228. The Appellant states that an identical card number has been issued to<br \/>\nMr. Rajvir Singh S\/o Sh. Bechaan Singh, N-\/25A\/164, Lal Bagh, Azadpur, Delhi &#8211; 110033. Mr.<br \/>\nRam Krishan, FSO states that the system allows identical card numbers to be issued to two<br \/>\ndifferent persons.
