Learned   Counsel   for   the<\/p>\n<p>respondents   8   to   10   submits   that   Panchayat     did   not   take   a<\/p>\n<p>decision   in   the   matter   since   civil   disputes   in   the   matter   were<\/p>\n<p>pending.
