It is made clear that if<br \/>\nthe reply is not filed, and in any case if the final decision is<br \/>\nadverse to the respondents, then the loss if any occurring to the<br \/>\nrespondents shall be recovered from the officer incharge at the<br \/>\nrelevant time who has failed to file reply.  In this regard, the<br \/>\nbailiff shall record the name of the officer in charge while serving<br \/>\nthe order.
