On Perusal of the papers submitted by the appellant, it is observed that appellant&#8217;s RTI-request was<br \/>\n       replied to by the CPIO, letter No.:F.5(24)\/06\/LM\/NZ\/331, dated 17\/04\/2009.\n<\/p>\n<p>3.     The Appellant preferred his\/her first-appeal on 01\/05\/2009 before the First Appellate Authority,<br \/>\nwhich has not been decided by FAA (Copy of First Appeal is enclosed).\n<\/p>\n<p>4.     In order to avoid multiple proceedings under section 19 and 18 of the RTI Act, viz. appeals and<br \/>\n       complaints, the matter is remitted to the First Appellate Authority, with the following directions:\n<\/p>\n<p>        i.       In case the first appeal dated 01\/05\/2009 has not been disposed of by FAA, he should<br \/>\n                 dispose of the first appeal by passing a speaking order in the matter, within 2 weeks of<br \/>\n                 receipt of this order.\n<\/p>\n<p>        ii.      In case FAA has already disposed of the first-appeal, he should furnish a copy of his<br \/>\n                 order to the Appellant within one (1) week of receipt of this order.\n<\/p>\n<p>     iii.        A copy of First Appellate Authority order will be endorsed to the Commission clearly<br \/>\n                 indicating the case number and reason for delay, if any, in providing informations.\n<\/p>\n<p>5.     In case, the Appellant still feels aggrieved by the decision of FAA, he\/she shall be free to approach<br \/>\n       the Commission in second appeal under section 19(3), along with complaint under section18, if<br \/>\n       any, within the prescribed time limit.\n<\/p>\n<p>6      The\u00a0matter\u00a0is\u00a0closed\u00a0with\u00a0the\u00a0above\u00a0directions.\n<\/p>\n<p>                                                                                (Smt.
