Dattu, C. J:\n<\/p>\n<p>       A public spirited citizen is before this Court. The relief sought for is as<br \/>\nunder:\n<\/p>\n<blockquote><p>             &#8220;i) to declare that the Acts governing the Kerala Town<\/p>\n<p>             and Country Planning and all development control<\/p>\n<p>             rules    and     regulations       framed      thereunder          as<\/p>\n<p>             unconstitutional illegal, null and void ab initio and<\/p>\n<p>             non-est in the eyes of law under the provisions of<\/p>\n<p>             Articles 243W and 12th Schedule to the Constitution of<\/p>\n<p>             India and quash the same by the issuance of a Writ of<\/p>\n<p>             Declaration or any other appropriate writ, order or<\/p>\n<p>             direction.&#8221;<\/p><\/blockquote>\n<p>       2. In our view, the petitioner can ventilate the grievance made out by him in<\/p>\n<p>this petition before an appropriate forum constituted by the State Government. In<\/p>\n<p>that view of the matter, for the present, we decline to entertain this writ petition<\/p>\n<p>with liberty to the petitioner to approach the appropriate committee constituted by<\/p>\n<p>the State Goivernemnt for redressal of all his grievances.\n<\/p>\n<p>       Ordered accordingly.\n<\/p>\n<p>                                                                               H.L.
