In last 20 years, which public places has been named after eminent persons?\n<\/p>\n<p>2. Provide category wise information regarding this.\n<\/p>\n<p>3. And the year in which named.\n<\/p>\n<p>4. During that period which party is in government?\n<\/p>\n<p>5. What has basis been for naming mentioned place\/road\/plan?\n<\/p>\n<p>The reply of PIO:\n<\/p>\n<p>FAA mentioned that application was transferred by PIO of the Chief Secretary Office, to Dy.<br \/>\nDirector, Administrative Reforms Department.<br \/>\nThe PIO of A.R. Department transferred Appellant&#8217;s application to Secretary, PWD,<br \/>\nGNCTD on 20.02.09. FAA mentioned that there was no provision to transfer the Appeal to<br \/>\nthe concerned department. He had to say that the RTI application was rightly transferred by<br \/>\nthe PIO\/CS office.\n<\/p>\n<p>The First Appellate Authority ordered:\n<\/p>\n<p>Request had been transferred to concerned departments.<br \/>\nFAA mentioned that application was transferred by PIO of the Chief Secretary Office, to<br \/>\nDy. Director, Administrative Reforms Department.<br \/>\nThe PIO of A.R. Department transferred Appellant&#8217;s application to Secretary, PWD,<br \/>\nGNCTD on 20.02.09.\n<\/p>\n<p>  FAA mentioned that there was no provision to transfer the Appeal to the concerned<br \/>\ndepartment. He had to say that the RTI application was rightly transferred by the PIO\/CS<br \/>\noffice.\n<\/p>\n<p>Relevant Facts emerging during Hearing:\n<\/p>\n<p>The following were present:\n<\/p>\n<p>Appellant : Absent<br \/>\nRespondent : Mr. S.K.S. Yadav, PIO(UD), Mr. R.K.SharmaPIO(PWD),<br \/>\n               Mr. B.B.Popli PIO(ENC), Mr. Naresh Kumar PIO(AR)<br \/>\nThe PIO has collated this information after a lot of efforts across the departments and<br \/>\nallocated over 300 man hours to collate this record. In the process they were able to offer the<br \/>\ninformation to the appellant after 42 days from the RTI Application. The PIO asked the<br \/>\nappellant to pay Rs.114 for the information of 57 pages. Which the appellant refuse to on the<br \/>\ngrounds that the total time of 35day(including 5 days for transfer) had elapsed.\n<\/p>\n<p>This case highlights the lack of knowledge about the RTI Act by PIO&#8217;s in general and the<br \/>\nadministration is advised to find the way to training the PIO&#8217;s and various officers. Since the<br \/>\ninformation sought was not available in the collated form the PIO should have used the<br \/>\nprovision of Section 7(9) and offered the inspection of all the files as photocopies or offered<br \/>\ninspection of the relevant files to the appellant. The lack of knowledge of the RTI Act led the<br \/>\nPIO to wasting over 300 man hours of time which could have been used in providing better<br \/>\nservices to citizens.\n<\/p>\n<p>However since the information was available late and the information has already been<br \/>\ncollated the Commission directs the PIO to supply the information free of cost.\n<\/p>\n<p>Decision:\n<\/p>\n<p>The Appeal is allowed.\n<\/p>\n<p>The PIO will give the information to the appellant free of cost before 25 June 2009.\n<\/p>\n<p>This decision is announced in open chamber.\n<\/p>\n<p>Notice of this decision be given free of cost to the parties.<br \/>\nAny information in compliance with this order will be provided free of cost as per section<br \/>\n7(6) of RTI, Act, 2005.\n<\/p>\n<p>                                                                                  Shailesh Gandhi<br \/>\n                                                                        Information Commissioner<br \/>\n                                                                                     18 June 2009<br \/>\n(In any correspondence on this decision, mention the complete decision number.)<br \/>\n                                                                                              (Rnj)\n <\/p>\n","protected":false},"excerpt":{"rendered":"<p>Central Information Commission Nutan Thakur vs Urban Development, Delhi &#8230;
