Narula, PIO &amp; SE (Electrical), Ambedkar Stadium, Delhi Gate, Delhi;<br \/>\nThe First Appellate Authority Ms. Kiran Dabral, Dy. Commissioner is guilty of dereliction of<br \/>\nduty since she had not passed any order in the matter.\n<\/p>\n<p>       The Appellant has sought information which is with BSES or NDPL. The issue of<br \/>\nwhether BSES or NDPL are public authorities are not is pending in the court. In these<br \/>\ncircumstances as of now it is not possible to get any information from BSES or NDPL.\n<\/p>\n<p>Decision:\n<\/p>\n<p>The appeal is disposed.\n<\/p>\n<p>        The First Appellate Authority Ms. Kiran Dabral, Dy.
