Justice V.GIRI\n\n Dated :15\/10\/2009\n\n O R D E R\n                             V.GIRI,J.\n                      -------------------------\n                  W.P ( C) No.14008 of 2009\n                      --------------------------\n               Dated this the 15th October,2009\n\n                        J U D G M E N T\n<\/pre>\n<p>      Petitioner is working as Sub Engineer (Electrical)<\/p>\n<p>Trainee. He was appointed in the said post while working<\/p>\n<p>as Meter Reader.     The Board had issued Ext.P1 order<\/p>\n<p>providing for engagement of Meter Readers as Sub<\/p>\n<p>Engineer (Electrical) Trainees without conferring on them<\/p>\n<p>any right to claim promotion to the cadre of the Sub<\/p>\n<p>Engineer (Electrical) on the basis of such engagement.<\/p>\n<p>Accordingly the petitioner was appointed as Sub Engineer<\/p>\n<p>(Electrical) Trainee on the basis of Ext.P1. (Serial No.317<\/p>\n<p>in Ext.P1). While so, further operation of Ext.P1 had been<\/p>\n<p>stayed by this Court in a batch of writ petitions and it<\/p>\n<p>seems that taking note of the same, the Chief Engineer<\/p>\n<p>(HRM) had issued Ext.P3 inter alia directing reversion of<\/p>\n<p>the persons mentioned therein which included the<\/p>\n<p>petitioner.    Consequently Ext.P4 order was passed.<\/p>\n<p>Exts.P3 and P4 have been challenged in the writ petition.<\/p>\n<p>      2.    This Court had granted an order of status quo<\/p>\n<p>on 22.5.2009, which has continued and the         petitioner<\/p>\n<p>continues to serve       in the cadre of Sub Engineer<\/p>\n<p>W.P ( C) No.14008 of 2009<br \/>\n<span class=\"hidden_text\">                                   2<\/span><\/p>\n<p>(Electrical) Trainee as per Ext.P1. Writ petition No.562 of<\/p>\n<p>2009 and connected writ petitions have been disposed of by a<\/p>\n<p>common judgment.         Though the correctness of Ext.P1 was<\/p>\n<p>challenged in some of those writ petitions this court did not<\/p>\n<p>interfere with the same, but subject to certain conditions<\/p>\n<p>mentioned therein, the Board has been permitted to proceed<\/p>\n<p>further with Ext.P1.\n<\/p>\n<p>      In these circumstances, there does not seem to be any<\/p>\n<p>warrant for reversion of the petitioner.
