In view of<br \/>\n                                                   this it can be said that no application in respect of any<br \/>\n                                                   Member of Parliament for extension of area validity of arm<br \/>\n                                                   license was received during the period from 01-1-2009 to 16-<br \/>\n                                                   5-2009 from the office of Addl.C.P\/Lic with<br \/>\n                                                   recommendations.\n<\/p>\n<p>2. (Copy<br \/>\n        taken report.                                enclosed)<\/p>\n<p>First Appeal:\n<\/p>\n<p>Incomplete information provided by the PIO.\n<\/p>\n<p>Order of the FAA:\n<\/p>\n<p>The FAA in his order concurred with the reply given by the PIO.\n<\/p>\n<p>Ground of the Second Appeal:\n<\/p>\n<p>Unfair disposal of the Appeal by the FAA.\n<\/p>\n<p>Relevant Facts emerging during Hearing:\n<\/p>\n<p>The following were present<br \/>\nAppellant : Mr. J. K. Sharma representing Mr. Rajendra Kumar Badi;<br \/>\nRespondent : Mr. Mukul Koranga, Public Information Officer &amp; Dy. Secretary (Home) General;\n<\/p>\n<p>         The Respondent has informed the Appellant that Mr. Rajendra Kumar Badi&#8217;s application for<br \/>\nextension of his Armed License for All India Validity had not been accepted by the Lt. Governor of Delhi.<br \/>\nThe Appellant has shown the Commission that in its decision CIC\/SG\/A\/2010\/002368\/9619 of 05\/10\/2010<br \/>\nit has recorded that the PIO of LG&#8217;s office had informed him that vide letter no. 13\/83\/2009\/HG4964 the Lt.<br \/>\nGovernor of Delhi had approved the said extension on 11\/09\/2009.\n<\/p>\n<p>The Respondent had produced before the Commission a file noting in which in the first two pages the noting<br \/>\nappears to be mentioning that recommendation has been made for extension of the Arms License of Mr.<br \/>\nRajendra Kumar Badi. Whereas in the next page the note ends by stating that Mr. Rajendra Kumar Badi is<br \/>\nnot in the list of sitting MPs of Lok Sabha and hence by implication not eligible for getting extension for<br \/>\narea validity of NPB Arms License for All India. This has been signed by Mr. Mukul Koranga and the<br \/>\nPrinciple Secretary(Home) Mr. G. S. Patnayak has written, &#8220;Case is not covered under the Old\/New<br \/>\nGuidelines.&#8221; Below this is a signature of the Lt. Governor of Delhi on 11\/09\/2009.
