JUSTICE JYOTI SARAN\n\n                    ORAL ORDER<\/pre>\n<p>                    (Per: HONOURABLE THE CHIEF JUSTICE)<\/p>\n<p>2   10\/8\/2010               This petition under Article 226 of the<\/p>\n<p>                 Constitution is brought by one Ram Bilash Prasad. He<\/p>\n<p>                 claims to be the Secretary of Public Grievance Cell, an<\/p>\n<p>                 unrecognized organization.          The grievance of the<br \/>\n<span class=\"hidden_text\">                                2<\/span><\/p>\n<p>         petitioner is in respect of certain roads in the city of<\/p>\n<p>         Patna which have fallen in disrepair.<\/p>\n<p>                    First, the petitioner has no legal existence. A<\/p>\n<p>         petition by an unrecognized organization even in public<\/p>\n<p>         interest   is   not       maintainable.     Second,   it    is   the<\/p>\n<p>         administrative duty, rather         it is     the administrative<\/p>\n<p>         function of the Municipal Corporation to                   maintain<\/p>\n<p>         roads, drainages etc.         A public interest litigation for<\/p>\n<p>         repair of a particular road need not be entertained.<\/p>\n<p>                    The petition is dismissed in limine.<\/p>\n<p>                                       ( R.
