Justice ANTONY DOMINIC\n\n Dated :20\/02\/2009\n\n O R D E R\n                            ANTONY DOMINIC, J.\n                           ==============\n                    W.P.(C) NOs. 5674 &amp; 5708 OF 2009\n                   =======================\n\n                Dated this the 20th day of February, 2009\n\n                                J U D G M E N T\n<\/pre>\n<p>       Petitioners submit that they are the registered owners of vehicles<\/p>\n<p>bearing Regn.Nos.KL-8\/V 6556 and KL-10-R- 9204.<\/p>\n<p>       2.    It is stated that these vehicles were seized on 10\/2\/2009 by the<\/p>\n<p>1st respondent on the allegation that the vehicles were involved in the<\/p>\n<p>unauthorised transportation of river sand.      It is stated that proceedings<\/p>\n<p>under the Kerala Protection of River Banks and Regulation of Removal of<\/p>\n<p>Sand Act, 2001 have been initiated and the matter is now pending before<\/p>\n<p>the District collector.   The prayer sought in these writ petitions is for a<\/p>\n<p>direction to the 2nd respondent to finalise the proceedings on an expeditious<\/p>\n<p>basis.\n<\/p>\n<p>       3.
