Respondents\n                                 -----------\n<\/pre>\n<p>2.   16\/08\/2010           Learned     counsels   agree    that    the<\/p>\n<p>                  Appellate Authorities constituted by the State<\/p>\n<p>                  Government under Rule 18 of the Bihar Panchayat<\/p>\n<p>                  Prarambhik Shikshak (Niyojan Avam Seva Sart)<\/p>\n<p>                  Niyamvali, 2006 (as amended by Amendment Act,<\/p>\n<p>                  2008)   are   now    functional   and   hence   an<br \/>\n<span class=\"hidden_text\">                             2<\/span><\/p>\n<p>           efficacious alternative forums is available to<\/p>\n<p>           the petitioner and others for consideration of<\/p>\n<p>           all   their     grievances      in   respect      of    their<\/p>\n<p>           employment.\n<\/p>\n<p>                   In      the     circumstances,          the      writ<\/p>\n<p>           application is disposed of with liberty to the<\/p>\n<p>           petitioner to file an appropriate application<\/p>\n<p>           before the concerned Appellate Authority, if<\/p>\n<p>           not   already     filed,     for     redressal     of    her<\/p>\n<p>           grievances.     In    case   such    an   application     is<\/p>\n<p>           filed by the petitioner within one month, the<\/p>\n<p>           Appellate Authority shall consider the same and<\/p>\n<p>           all   documents      enclosed      therewith,     including<\/p>\n<p>           orders of this Court in identical matters, if<\/p>\n<p>           produced, and other relevant records and make<\/p>\n<p>           all endeavours to dispose of the same on its<\/p>\n<p>           own merits after hearing the parties concerned<\/p>\n<p>           by a speaking order, preferably within the time<\/p>\n<p>           prescribed    under    the   Rules    for   the    purpose,<\/p>\n<p>           without going into the question of limitation.<\/p>\n<p>                   It is made clear that this Court has<\/p>\n<p>           not expressed any opinion with regard to the<\/p>\n<p>           merits of the claim of the petitioner.<\/p>\n<pre>Pradeep\/                          ( J.
