When the matters were called none appeared on behalf of the appellants. However they have communicated to the Registry that they have been directed to produce Clearance Certificate and the same has not been received so far. We find this matter is of 1997. It is clear now that the appeal filed is a PSU &amp; cannot be heard unless clearance certificate is placed on record as observed by the Supreme Court in the Case of ONGC reported in 1992 (61) ELT Page 3 as well as the clarification judgement in 1994 (70) ELT 45. In the absence of this, these 2 appeals are dismissed.
