The Appellant filed an RTI application dt.6.5.08 with the CPIO, BSNL,<br \/>\n     Meerut. He stated that he has not been receiving leave records from<br \/>\n     time to time and wanted to know the reasons for his service book not<br \/>\n     been completed at Bulandshahar and Etah for the period July 1998 to<br \/>\n     Dec.2005. He stated that he has made representations several times<br \/>\n     and wants the following information.<br \/>\n     &#8216;Total leaves (Earned Leave &amp; half Pay Leave) at credit of the Appellant<br \/>\n     as on 31.12.2007&#8217;<br \/>\n     The PIO replied on 7.6.08 stating that the total leave at credit of the<br \/>\n     Appellant as on 31.1.07 cannot be provided as the service record has<br \/>\n     not been completed at the O\/o GMTD, Bulanshahahar, GMTD, Noida<br \/>\n     and TDM Etah from 1.7.1998 to 31.12.07.           He also added that<br \/>\n     correspondence in this regard has been made to A.O (Cash) O\/o<br \/>\n     GMTD, Bulandhshar, GMTD, NOIDA and TDM Etah respectively.           Not<br \/>\n     satisfied with the reply, the Appellant filed an appeal dt.19.6.08 with<br \/>\n     the Appellate Authority. On not receiving any reply, the Appellant filed<br \/>\n     a second appeal dt.31.8.08 before CIC.\n<\/p>\n<p>2.   The Bench of Mrs. Annapurna Dixit, Information Commissioner,<br \/>\n     scheduled the hearing on February 4, 2009.\n<\/p>\n<p>3.   Mr. Shyam Singh, CPIO &amp; DGM(A), BSNL, Aligarh represented the<br \/>\n     Public Authority.\n<\/p>\n<p>4.   The Appellant was not present during the hearing.<br \/>\n Decision<\/p>\n<p>5.    The respondent submitted that the information could not be provided<br \/>\n      for the following reason:     the appellant during the period 1.7.98 to<br \/>\n      31.12.05 was posted in three districts, Bulandshaher, Noida, and Etah.<br \/>\n      The service book is normally completed at the time of transfer and<br \/>\n      along with the LPC is sent to the next place where the person is<br \/>\n      posted. In the appellant&#8217;s case, despite five reminders from the CPIO,<br \/>\n      Aligarh to the DGM,cum-CPIOs in Bulandshahr , Noida and Etah, the<br \/>\n      service book has not been completed and therefore information could<br \/>\n      not be provided. The GM (Admn) and CPIO, UP, West Circle also wrote<br \/>\n      to the three CPIOs on 3.2.09 asking them to complete the leave<br \/>\n      account of the appellant by 3.2.09.       In response, the CPIO, Noida<br \/>\n      replied stating that the E\/L and HPL record of the appellant from<br \/>\n      1.7.98 to 31.8.2000 is not available in his office.\n<\/p>\n<p>6.    Based on the submission, the Commission directs the three CPIOs in<br \/>\n      Bulandshahr, Noida and Etah to complete the service record of the<br \/>\n      officer within 10 days of receipt of this Order and to provide certified<br \/>\n      photocopies of the service book to the appellant by 28th of February,<br \/>\n      2009 and to send a compliance report to the Commission by the first<br \/>\n      week of March, 2009.\n<\/p>\n<p>7.
