No.22853\/2010-F\n                ~~~~~~~~~~~~~~~~~~~~~~~~~~~\n            Dated this the 26th day of July, 2010\n\n                      J U D G M E N T\n<\/pre>\n<p>    The   petitioners  are   voters  of   Vazhakulam  Grama<\/p>\n<p>Panchayat.  They are representing Ward Nos.3 and 7.    The<\/p>\n<p>writ petition is filed aggrieved by the action taken by the<\/p>\n<p>respondents in fixing the ward, namely, Women: Reserved and<\/p>\n<p>Category-SC\/ST  Women  in  the  Grama  Panchayat.   It  was<\/p>\n<p>contended that out of 20 wards, 10 are now fixed as<\/p>\n<p>reserved for Women (General), 1 for SC Women, 1 for SC and<\/p>\n<p>8 wards as General (Unreserved).  It is thus contended that<\/p>\n<p>the same is against the rules.\n<\/p>\n<p>    2.   In the statement filed by the Standing Counsel for<\/p>\n<p>the third respondent, it is mentioned that the Director of<\/p>\n<p>Panchayats has, as per notification dated 20\/11\/2009, fixed<\/p>\n<p>the number of reserved constituencies in Grama Panchayats<\/p>\n<p>including Vazhakulam Grama Panchayat.     As per the said<\/p>\n<p>notification, the number of reserved constituencies in the<\/p>\n<p>Vazhakulam Grama Panchayat shows that the number of seats<\/p>\n<p>reserved for the general category will be 9; the number of<\/p>\n<p>seats reserved   for  women  (including  the  women in  the<\/p>\n<p>scheduled  caste  and  scheduled  tribe)  will  be 10;  for<\/p>\n<p>scheduled caste-2 and; for scheduled caste women-1.<\/p>\n<p>W.P.(C). In the light of the above, the learned counsel for<\/p>\n<p>the petitioners submitted that no further grievances are<\/p>\n<p>there for the petitioners.
