Justice KURIAN JOSEPH\n\n Dated :29\/10\/2008\n\n O R D E R\n                           KURIAN JOSEPH, J.\n                 -----------------------------------------\n                      W.P(C) No.10564 of 2005\n                 -----------------------------------------\n              Dated this the 29th day of October, 2008\n\n                                JUDGMENT\n<\/pre>\n<p>      The writ petition is filed with the following prayers:-<\/p>\n<p>         i) to issue a writ of certiorari or other appropriate writ<br \/>\n         direction or order calling for records leading to Ext.P5<br \/>\n         and quashing the same.\n<\/p>\n<p>         ii) to issue a writ of mandamus or other appropriate<br \/>\n         writ, direction or order commanding the 3rd respondent<br \/>\n         to issue the non-liability certificate to the petitioner<br \/>\n         enabling him to get the FL-3 No.127\/04-05 licence<br \/>\n         renewed for the year 2005-2006.\n<\/p>\n<p>Learned Standing Counsel for the second respondent Board submits<\/p>\n<p>that there is still outstanding arrears.
