\u00a0 in \u00a0 question \u00a0 petitioner \u00a0 applied \u00a0 for \u00a0 allotment \u00a0 and \u00a0 ultimately \u00a0 as \u00a0 per\u00a0\nAnnexure\u00ad5\u00a0dated\u00a019.05.2011,\u00a0allotment\u00a0of\u00a034\u00a0tanks\u00a0were\u00a0made\u00a0in\u00a0favour\u00a0\nof \u00a0 the \u00a0 petitioner \u00a0 cooperative \u00a0 society. \u00a0 \u00a0 Necessary \u00a0 amount \u00a0 has \u00a0 also \u00a0 been\u00a0\ndeposited\u00a0by\u00a0the \u00a0petitioner\u00a0 with\u00a0the \u00a0respondent\u00a0State \u00a0authorities.\u00a0 \u00a0It\u00a0is \u00a0\n                                        2.\n\n\nfurther \u00a0 submitted \u00a0 by \u00a0 counsel \u00a0 for \u00a0 the \u00a0 petitioner \u00a0 that \u00a0 there \u00a0 are \u00a0 several\u00a0\nnumbers\u00a0of\u00a0the\u00a0petitioner\u00a0cooperative\u00a0society\u00a0and\u00a0they\u00a0have\u00a0been\u00a0further\u00a0\nallotted\u00a0these\u00a0tanks\u00a0and\u00a0necessary\u00a0seeds\u00a0for\u00a0cultivation\u00a0of\u00a0the\u00a0fishes\u00a0have\u00a0\nalso\u00a0been\u00a0purchased\u00a0by\u00a0the\u00a0members\u00a0of\u00a0the\u00a0petitioner\u00a0society.\u00a0\u00a0Thus,\u00a0after\u00a0\nallotment\u00a0of\u00a034\u00a0tanks\u00a0in\u00a0favour\u00a0of\u00a0the\u00a0petitioner,\u00a0there\u00a0is\u00a0further\u00a0allotment\u00a0\nby\u00a0the\u00a0cooperative\u00a0society\u00a0to\u00a0its\u00a0members.\u00a0 \u00a0It\u00a0is\u00a0further\u00a0submitted\u00a0by\u00a0the\u00a0\ncounsel \u00a0for \u00a0 the \u00a0petitioner \u00a0that\u00a0some \u00a0dis\u00adsatisfied\u00a0 soul \u00a0 has \u00a0applied \u00a0to\u00a0the\u00a0\nGovernment \u00a0 authorities \u00a0 complaining \u00a0 several \u00a0 things \u00a0 and \u00a0 it \u00a0 has \u00a0 been\u00a0\nentertained\u00a0privately\u00a0by\u00a0the\u00a0respondents\u00a0and\u00a0a\u00a0final\u00a0decision\u00a0has\u00a0been\u00a0taken\u00a0\nby\u00a0the\u00a0Deputy\u00a0Commissioner,\u00a0Godda\u00a0for\u00a0cancellation\u00a0of\u00a0the\u00a0settlement\u00a0of\u00a034\u00a0\ntanks \u00a0 without \u00a0 assigning \u00a0 any \u00a0 reason \u00a0 and \u00a0 without \u00a0 giving \u00a0 any \u00a0 show \u00a0 cause\u00a0\nnotice\u00a0to\u00a0the\u00a0petitioner\u00a0and\u00a0without\u00a0giving \u00a0any\u00a0opportunity\u00a0of\u00a0making\u00a0a\u00a0\nrepresentation \u00a0 to \u00a0 the \u00a0 respondents. \u00a0 \u00a0 Whatever \u00a0 stated \u00a0 in \u00a0 the \u00a0 complaint\u00a0\ncannot\u00a0be\u00a0treated\u00a0as\u00a0a\u00a0gospel\u00a0truth.\u00a0\u00a0Had\u00a0an\u00a0opportunity\u00a0been\u00a0given\u00a0to\u00a0the\u00a0\npetitioner,\u00a0they\u00a0would\u00a0have\u00a0pointed\u00a0out\u00a0to\u00a0the\u00a0respondents\u00a0that\u00a0no\u00a0illegality\u00a0\nhas \u00a0 been \u00a0 committed \u00a0 by \u00a0 the \u00a0 respondents \u00a0 in \u00a0 granting \u00a0 of \u00a0 34 \u00a0 tanks \u00a0 to \u00a0 the\u00a0\npetitioner\u00a0society.\u00a0\u00a0Abruptly,\u00a0an\u00a0order\u00a0has\u00a0been\u00a0passed\u00a0at\u00a0Annexure\u00ad6\u00a0dated\u00a0\n06.07.2011<\/pre>\n<p>\u00a0by\u00a0District\u00a0Fisheries\u00a0Officer\u00a0that\u00a0he\u00a0has\u00a0been\u00a0directed\u00a0by\u00a0Deputy\u00a0<br \/>\nCommissioner, \u00a0 Godda \u00a0 to \u00a0 cancel \u00a0 the \u00a0 allotment \u00a0 followed \u00a0 by \u00a0 consequential\u00a0<br \/>\norder \u00a0 at \u00a0 Annexure\u00ad7 \u00a0 dated \u00a0 06.07.2011. \u00a0 \u00a0 Thus \u00a0 both \u00a0 these \u00a0 orders \u00a0 i.e.\u00a0<br \/>\nAnnexure\u00ad6\u00a0as\u00a0well\u00a0as\u00a0Annexure\u00ad7\u00a0should\u00a0be\u00a0set\u00a0aside\u00a0mainly\u00a0for\u00a0the\u00a0reason\u00a0<br \/>\nthat\u00a0there\u00a0is\u00a0no\u00a0legality\u00a0in\u00a0the\u00a0allotment\u00a0of\u00a0the\u00a0tanks\u00a0in\u00a0question\u00a0and\u00a0even\u00a0<br \/>\nassuming \u00a0 that \u00a0 there \u00a0 is \u00a0 irregularity, \u00a0 there \u00a0 is \u00a0 no \u00a0 show \u00a0 cause \u00a0 given \u00a0 to \u00a0 the\u00a0<br \/>\npetitioner\u00a0so\u00a0that\u00a0petitioner\u00a0might\u00a0explain\u00a0the\u00a0case\u00a0to\u00a0the\u00a0respondents.\u00a0\u00a0No\u00a0<br \/>\ninquiry \u00a0 was \u00a0 conducted \u00a0 and \u00a0 the \u00a0 complain \u00a0 was \u00a0 presumed \u00a0 to \u00a0 have \u00a0 been\u00a0<br \/>\ncorrect\u00a0and\u00a0the\u00a0order\u00a0of\u00a0cancellation\u00a0of\u00a0the\u00a0allotment\u00a0of\u00a034\u00a0tanks\u00a0has\u00a0been\u00a0<br \/>\npassed\u00a0on\u00a0file\u00a0by\u00a0Deputy\u00a0Commissioner,\u00a0Godda\u00a0which\u00a0is\u00a0sheer\u00a0arbitrariness,\u00a0<br \/>\nas\u00a0submitted\u00a0by\u00a0the\u00a0counsel\u00a0for\u00a0the\u00a0petitioner\u00a0and\u00a0hence\u00a0also\u00a0the\u00a0orders\u00a0at\u00a0<br \/>\nAnnexure\u00ad6\u00a0and\u00a0\u00a07\u00a0deserve\u00a0to\u00a0be\u00a0quashed.\u00a0\u00a0\n<\/p>\n<p>5.             Learned \u00a0 counsel \u00a0 for \u00a0 the \u00a0 State \u00a0 submitted \u00a0 that \u00a0 the \u00a0 orders \u00a0 at\u00a0<br \/>\nAnnexure\u00ad6\u00a0and\u00a07\u00a0have\u00a0been\u00a0passed\u00a0by\u00a0respondent\u00a0authorities\u00a0on\u00a0the\u00a0basis\u00a0<br \/>\nof\u00a0complaint\u00a0 \u00a0received\u00a0and\u00a0on\u00a0file\u00a0a\u00a0decision\u00a0has\u00a0been\u00a0taken\u00a0to\u00a0cancel\u00a0the\u00a0<br \/>\nallotment\u00a0of\u00a034\u00a0tanks.\u00a0\u00a0The\u00a0counsel\u00a0for\u00a0the\u00a0respondents\u00a0State\u00a0has\u00a0kept\u00a0the\u00a0<br \/>\noriginal\u00a0file\u00a0present\u00a0before\u00a0the\u00a0Court\u00a0which\u00a0has\u00a0been\u00a0perused\u00a0by\u00a0this\u00a0Court.\u00a0<br \/>\nIt\u00a0is\u00a0further\u00a0submitted\u00a0by\u00a0the\u00a0counsel\u00a0for\u00a0the\u00a0respondents\u00a0that\u00a0if\u00a0there\u00a0is\u00a0any\u00a0<br \/>\n<span class=\"hidden_text\">                                       3.<\/span><\/p>\n<p>defect\u00a0or\u00a0irregularity\u00a0in\u00a0passing\u00a0the\u00a0orders\u00a0at\u00a0Annexure\u00ad6\u00a0and\u00a07,\u00a0the\u00a0same\u00a0<br \/>\nwill\u00a0be\u00a0rectified.\n<\/p>\n<p>6.             I\u00a0have\u00a0heard\u00a0the\u00a0counsel\u00a0for\u00a0the\u00a0newly\u00a0joined\u00a0respondent\u00a0which\u00a0<br \/>\nis\u00a0an\u00a0intervenor\u00a0by\u00a0I.A.\u00a0No.2154\u00a0of\u00a02011.\u00a0 \u00a0Learned\u00a0counsel\u00a0for\u00a0the\u00a0newly\u00a0<br \/>\njoined\u00a0party\u00a0submitted\u00a0that\u00a0upon\u00a0his\u00a0complain\u00a0this\u00a0decision\u00a0has\u00a0been\u00a0taken\u00a0<br \/>\nby \u00a0 the \u00a0 respondent \u00a0 State \u00a0 of \u00a0 cancellation \u00a0 of \u00a0 the \u00a0 allotment \u00a0 of \u00a0 34 \u00a0 tanks \u00a0 in\u00a0<br \/>\nfavour\u00a0of\u00a0the\u00a0petitioner\u00a0mainly\u00a0for\u00a0the\u00a0reason\u00a0that\u00a0there\u00a0was\u00a0illegality\u00a0in\u00a0<br \/>\ngrant\u00a0of\u00a034\u00a0tanks\u00a0to\u00a0the\u00a0petitioner.\u00a0\u00a0\u00a0It\u00a0is\u00a0further\u00a0submitted\u00a0by\u00a0the\u00a0counsel\u00a0<br \/>\nfor\u00a0the\u00a0newly\u00a0added\u00a0respondent\u00a0that\u00a0 \u00a0a\u00a0policy\u00a0decision\u00a0has\u00a0been\u00a0taken\u00a0by\u00a0<br \/>\nthe \u00a0 respondent \u00a0 State \u00a0 vide \u00a0 memo \u00a0 No.1410 \u00a0 dated \u00a0 29 th\u00a0 June, \u00a0 2011 \u00a0 vide\u00a0<br \/>\nparagraph\u00ad5\u00a0onwards\u00a0and\u00a0therefore,\u00a0the\u00a0allotment\u00a0of\u00a034\u00a0tanks\u00a0ought\u00a0to\u00a0be\u00a0<br \/>\ncancelled\u00a0and\u00a0rightly\u00a0a\u00a0decision\u00a0has\u00a0been\u00a0taken\u00a0by\u00a0Deputy\u00a0Commissioner,\u00a0<br \/>\nGodda,\u00a0therefore\u00a0no\u00a0illegality\u00a0has\u00a0been\u00a0committed\u00a0while\u00a0passing\u00a0the\u00a0order\u00a0<br \/>\nat\u00a0Annexure\u00ad6\u00a0and\u00a0the\u00a0consequent\u00a0order\u00a0at\u00a0Annexure\u00ad7\u00a0by\u00a0the\u00a0respondents.\u00a0\n<\/p>\n<p>7.             Having\u00a0heard\u00a0the\u00a0counsel\u00a0of\u00a0both\u00a0sides\u00a0and\u00a0looking\u00a0to\u00a0the\u00a0facts\u00a0<br \/>\nand\u00a0circumstances\u00a0of\u00a0the\u00a0case\u00a0I\u00a0hereby\u00a0quash\u00a0and\u00a0set\u00a0aside\u00a0the\u00a0order\u00a0passed\u00a0<br \/>\nby\u00a0District\u00a0Fisheries\u00a0Officer,\u00a0Godda\u00a0dated\u00a006.07.2011\u00a0(Annexure\u00ad6)\u00a0as\u00a0well\u00a0<br \/>\nas \u00a0 of \u00a0 same \u00a0 date \u00a0 Annexure\u00ad7 \u00a0 mainly \u00a0 for \u00a0 the \u00a0 following \u00a0 facts \u00a0 and\u00a0<br \/>\ncircumstances:\u00ad\n<\/p>\n<p>(i)            The \u00a0 petitioner \u00a0 is \u00a0 a \u00a0 cooperative \u00a0 society \u00a0 registered \u00a0 under\u00a0<br \/>\nJharkhand \u00a0 Cooperative \u00a0 Societies \u00a0 Act, \u00a0 1935. \u00a0 \u00a0 Petitioner \u00a0 had \u00a0 applied \u00a0 for\u00a0<br \/>\nallotment\u00a0of\u00a0water\u00a0tanks\u00a0for\u00a0the\u00a0purpose\u00a0of\u00a0fisheries\u00a0as\u00a0per\u00a0policy\u00a0floated\u00a0by\u00a0<br \/>\nrespondent\u00a0which\u00a0is\u00a0at\u00a0Annexure\u00ad1\u00a0to\u00a0the\u00a0memo\u00a0of\u00a0petition\u00a0which\u00a0is\u00a0dated\u00a0<br \/>\n18th\u00a0January,\u00a01992.\n<\/p>\n<p>(ii)           Upon\u00a0proper\u00a0verification\u00a0of\u00a0all\u00a0the\u00a0aspects\u00a0stated\u00a0in\u00a0the\u00a0policy\u00a0<br \/>\ndecision\u00a0at\u00a0Annexure\u00ad1,\u00a034\u00a0water\u00a0tanks\u00a0have\u00a0been\u00a0allotted\u00a0to\u00a0the\u00a0petitioner\u00a0<br \/>\ncooperative \u00a0 society \u00a0 by \u00a0 the \u00a0 respondent \u00a0 State \u00a0 authorities \u00a0 vide \u00a0 order \u00a0 dated\u00a0<br \/>\n19.05.2011\u00a0(Annexure\u00ad5\u00a0to\u00a0the\u00a0memo\u00a0of\u00a0petition).\n<\/p>\n<p>(iii)          In \u00a0 pursuance \u00a0 of \u00a0 the \u00a0 aforesaid \u00a0 allotment \u00a0 of \u00a0 34 \u00a0 water \u00a0 tanks\u00a0<br \/>\nnecessary\u00a0payment\u00a0was\u00a0also\u00a0made\u00a0by\u00a0the\u00a0petitioner\u00a0to\u00a0the\u00a0respondent\u00a0State\u00a0<br \/>\nauthorities\u00a0to\u00a0the\u00a0tune\u00a0of\u00a0Rs.38,000\/\u00ad.\u00a0\u00a0This\u00a0amount\u00a0has\u00a0been\u00a0received\u00a0and\u00a0<br \/>\nthe\u00a0receipt\u00a0whereof\u00a0is\u00a0Annexure\u00ad4\u00a0to\u00a0the\u00a0memo\u00a0of\u00a0petition.\n<\/p>\n<p>(iv)           It\u00a0appears\u00a0that\u00a0the\u00a0petitioner,\u00a0being\u00a0a\u00a0cooperative\u00a0society\u00a0there\u00a0<br \/>\nare \u00a0 several \u00a0 members \u00a0 and \u00a0 to \u00a0 its \u00a0 members \u00a0 these \u00a0 water \u00a0 bodies \u00a0 have \u00a0 been\u00a0<br \/>\nfurther \u00a0 allotted \u00a0 by \u00a0 the \u00a0 petitioner \u00a0 society \u00a0 and \u00a0 they \u00a0 have \u00a0 also \u00a0 purchased \u00a0<br \/>\n<span class=\"hidden_text\">                                       4.<\/span><\/p>\n<p>necessary \u00a0 seeds \u00a0 for \u00a0 the \u00a0 purpose \u00a0 of \u00a0 fisheries. \u00a0 \u00a0 Thus, \u00a0 there \u00a0 is \u00a0 further\u00a0<br \/>\nexecution \u00a0 of \u00a0 the \u00a0 contract \u00a0 after \u00a0 the \u00a0 allotment \u00a0 of \u00a0 34 \u00a0 water \u00a0 bodies \u00a0 to \u00a0 the<br \/>\npetitioner \u00a0 cooperative \u00a0 society. \u00a0 \u00a0 Thus \u00a0 petitioner \u00a0 has \u00a0 changed \u00a0 its \u00a0 position,\u00a0<br \/>\nafter\u00a0allotment\u00a0of\u00a0water\u00a0tanks.\u00a0\n<\/p>\n<p>(v)\u00a0           It\u00a0appears\u00a0that\u00a0thereafter\u00a0some\u00a0dissatisfied\u00a0soul\u00a0has\u00a0applied\u00a0to\u00a0<br \/>\nthe \u00a0 respondent \u00a0 Government \u00a0 authorities \u00a0 making \u00a0 certain \u00a0 complaints \u00a0 and\u00a0<br \/>\nwithout\u00a0holding\u00a0any\u00a0inquiry\u00a0upon\u00a0that\u00a0complaints\u00a0order\u00a0has\u00a0been\u00a0passed\u00a0by\u00a0<br \/>\nDeputy \u00a0 Commissioner, \u00a0 Godda \u00a0 for \u00a0 cancellation \u00a0 of \u00a0 the \u00a0 allotment \u00a0 made \u00a0 in\u00a0<br \/>\nfavour\u00a0of\u00a0the\u00a0petitioner.\u00a0\u00a0This\u00a0is\u00a0not\u00a0permissible\u00a0in\u00a0the\u00a0eye\u00a0of\u00a0law.\n<\/p>\n<p>(vi)           Original \u00a0 file \u00a0 has \u00a0 been \u00a0 presented \u00a0 before \u00a0 this \u00a0 Court \u00a0 by \u00a0 the\u00a0<br \/>\ncounsel\u00a0for\u00a0the\u00a0respondent\u00a0State.\u00a0\u00a0Looking\u00a0to\u00a0this\u00a0file\u00a0it\u00a0appears\u00a0that\u00a0upon\u00a0<br \/>\ncomplaint \u00a0 received \u00a0 from \u00a0 the \u00a0 newly \u00a0 joined \u00a0 respondent \u00a0 No.5 \u00a0 Secretary \u00a0 of\u00a0<br \/>\nCooperative\u00a0Department,\u00a0Jharkhand\u00a0has\u00a0passed\u00a0the\u00a0order\u00a0to\u00a0hold\u00a0inquiry\u00a0on<br \/>\n05.07.2011,\u00a0but,\u00a0it\u00a0appears\u00a0that\u00a0the\u00a0dissatisfied\u00a0soul\u00a0must\u00a0be\u00a0in\u00a0too\u00a0much\u00a0<br \/>\nhurry\u00a0and\u00a0therefore,\u00a0without\u00a0holding\u00a0any\u00a0inquiry\u00a0and\u00a0without\u00a0waiting\u00a0for\u00a0<br \/>\nthe \u00a0 report \u00a0 to \u00a0 come \u00a0 in \u00a0 the \u00a0 hands \u00a0 of \u00a0 high \u00a0 ranking \u00a0 respondents \u00a0 Officer, \u00a0 a\u00a0<br \/>\ndecision\u00a0has\u00a0been\u00a0taken\u00a0to\u00a0cancel\u00a0the\u00a0allotment\u00a0of\u00a034\u00a0water\u00a0tanks.\u00a0\u00a0This\u00a0is\u00a0<br \/>\nan\u00a0arbitrary\u00a0action\u00a0on\u00a0the\u00a0part\u00a0of\u00a0the\u00a0respondents\u00a0and\u00a0hence\u00a0also\u00a0the\u00a0orders\u00a0<br \/>\nat\u00a0Annexure\u00ad6\u00a0and\u00a07\u00a0deserve\u00a0to\u00a0be\u00a0quashed\u00a0and\u00a0set\u00a0aside.\n<\/p>\n<p>(vi)\u00a0\u00a0         It\u00a0further\u00a0appears\u00a0that\u00a0no\u00a0reasons\u00a0have\u00a0been\u00a0assigned\u00a0in\u00a0the\u00a0<br \/>\nimpugned\u00a0order\u00a0at\u00a0Annexure\u00ad6\u00a0which\u00a0makes\u00a0the\u00a0order\u00a0full\u00a0of\u00a0arbitrariness.\u00a0<br \/>\nMoreover,\u00a0no\u00a0notice \u00a0has \u00a0 been \u00a0given \u00a0to\u00a0the \u00a0petitioner \u00a0before \u00a0cancellation\u00a0<br \/>\notherwise\u00a0petitioner\u00a0would\u00a0have\u00a0pointed\u00a0out\u00a0to\u00a0the\u00a0respondents\u00a0about\u00a0his\u00a0<br \/>\ncase \u00a0 and \u00a0 the \u00a0 legality \u00a0 in \u00a0 allotment \u00a0 of \u00a0 34 \u00a0 water \u00a0 bodies \u00a0 to \u00a0 the \u00a0 petitioner\u00a0<br \/>\nsociety.\n<\/p>\n<p>(vii)          The\u00a0so\u00a0called\u00a0new\u00a0policy\u00a0dated\u00a019th\u00a0May,\u00a02011\u00a0cannot\u00a0be\u00a0relied\u00a0<br \/>\nupon,\u00a0as \u00a0this \u00a0reason\u00a0was \u00a0never\u00a0given \u00a0in\u00a0impugned\u00a0order\u00a0at\u00a0Annexure\u00ad6.\u00a0<br \/>\nMoreover,\u00a0it\u00a0is\u00a0subsequent\u00a0in\u00a0point\u00a0of\u00a0time\u00a0because\u00a0allotment\u00a0of\u00a034\u00a0ponds\u00a0is\u00a0<br \/>\ndated\u00a012.05.2011\u00a0(Annexure\u00ad5).\n<\/p>\n<p>8.             As\u00a0a\u00a0cumulative\u00a0of\u00a0the\u00a0facts\u00a0and\u00a0circumstances,\u00a0it\u00a0appears\u00a0that\u00a0<br \/>\nthere \u00a0 is \u00a0 a \u00a0 grosset \u00a0 \u00a0 violation \u00a0 of \u00a0 the \u00a0 principles \u00a0 of \u00a0 natural \u00a0 justice \u00a0 after\u00a0<br \/>\nallotment\u00a0of\u00a034\u00a0water\u00a0tanks\u00a0in\u00a0favour\u00a0of\u00a0petitioner,\u00a0amount\u00a0has\u00a0also\u00a0been\u00a0<br \/>\ndeposited\u00a0by\u00a0the\u00a0petitioner\u00a0and\u00a0thereafter\u00a0there\u00a0is\u00a0a\u00a0further\u00a0allotment\u00a0to\u00a0the\u00a0<br \/>\nmembers\u00a0of\u00a0the\u00a0petitioner\u00a0society.\u00a0\u00a0By\u00a0the\u00a0petitioner\u00a0society,\u00a0necessary\u00a0seeds\u00a0<br \/>\nhave\u00a0also\u00a0been\u00a0purchased\u00a0for\u00a0fisheries\u00a0purpose\u00a0and\u00a0upon\u00a0the\u00a0complain\u00a0by\u00a0<br \/>\n<span class=\"hidden_text\">                                             5.<\/span><\/p>\n<p>      somebody \u00a0 i.e. \u00a0 respondent \u00a0 No.5, \u00a0 whole \u00a0 decision \u00a0 has \u00a0 been \u00a0 taken \u00a0 without\u00a0<br \/>\n      holding\u00a0any\u00a0inquiry\u00a0and\u00a0without\u00a0giving\u00a0any\u00a0notice.\u00a0\u00a0I,\u00a0therefore,\u00a0quash\u00a0and<br \/>\n      set \u00a0 aside \u00a0 the \u00a0 decision \u00a0 taken \u00a0 by \u00a0 the \u00a0 respondent \u00a0 State \u00a0 authorities \u00a0 of\u00a0<br \/>\n      cancelling\u00a0the \u00a0allotment\u00a0of\u00a034\u00a0tanks \u00a0in\u00a0favour\u00a0of\u00a0the \u00a0petitioner\u00a0which\u00a0is\u00a0<br \/>\n      dated\u00a006.07.2011\u00a0Annexure\u00ad6\u00a0\u00a0as\u00a0well\u00a0as\u00a0dated\u00a006.07.2011\u00a0at\u00a0Annexure\u00ad7\u00a0<br \/>\n      to\u00a0the\u00a0memo\u00a0of\u00a0petition.\u00a0\u00a0\n<\/p>\n<p>      9.            Liberty\u00a0is\u00a0reserved\u00a0with\u00a0the\u00a0respondent\u00a0State\u00a0authorities\u00a0to\u00a0take\u00a0<br \/>\n      any\u00a0action\u00a0against\u00a0the\u00a0petitioner\u00a0to\u00a0violating\u00a0the\u00a0law,\u00a0rules,\u00a0regulations\u00a0and\u00a0<br \/>\n      Government\u00a0policy\u00a0applicable\u00a0to\u00a0the\u00a0petitioner\u00a0and\u00a0at\u00a0least\u00a0after\u00a0following\u00a0<br \/>\n      the\u00a0principles\u00a0of\u00a0natural\u00a0justice.\n<\/p>\n<p>      10.
