The \u00a0 CPIO, \u00a0 vide \u00a0 his \u00a0 order \u00a0 dated \u00a0 10.9.2010,\u00a0<br \/>\nprovided \u00a0 information \u00a0 on \u00a0 points \u00a0 5 \u00a0 \u00ad \u00a0 9, \u00a0 denied\u00a0<br \/>\ninformation\u00a0on\u00a0points\u00a01\u00a0\u00ad\u00a04\u00a0under\u00a0Section\u00a07(9)\u00a0of\u00a0the\u00a0<br \/>\nAct \u00a0 and \u00a0 remained \u00a0 silent \u00a0 on \u00a0 points \u00a0 10\u00ad14. \u00a0 \u00a0 The\u00a0<br \/>\nappellant\u00a0preferred\u00a0appeal\u00a0dated\u00a010.9.2010\u00a0before\u00a0the\u00a0<br \/>\nFirst\u00a0Appellate\u00a0Authority.\u00a0 \u00a0Vide\u00a0FAAO\u00a0of\u00a011.10.2010,\u00a0<br \/>\nthe \u00a0 appellant \u00a0 was \u00a0 provided \u00a0 opportunity \u00a0 of \u00a0 personal\u00a0<br \/>\nhearing, \u00a0 for \u00a0 which \u00a0 he \u00a0 did \u00a0 not \u00a0 not \u00a0 appear. \u00a0 \u00a0 He \u00a0 was\u00a0<br \/>\nalso \u00a0 provided \u00a0 point\u00adwise \u00a0 information \u00a0 and \u00a0 CPIO \u00a0 was\u00a0<br \/>\ndirected \u00a0 to \u00a0 provide \u00a0 additional \u00a0 information \u00a0 on \u00a0 5\u00a0<br \/>\npoints\u00a0within\u00a015\u00a0days.\u00a0\u00a0\n<\/p>\n<p>3.         Not \u00a0 being \u00a0 satisfied, \u00a0 the \u00a0 appellant \u00a0 moved\u00a0<br \/>\nthe \u00a0 Commission \u00a0 in \u00a0 second \u00a0 appeal. \u00a0 \u00a0 The \u00a0 matter \u00a0 was\u00a0<br \/>\nheard\u00a0today.\u00a0 \u00a0Both\u00a0parties\u00a0were\u00a0present\u00a0as\u00a0above\u00a0and\u00a0<br \/>\npresented\u00a0arguments.\n<\/p>\n<p>                               Decision\u00a0\u00a0\n<\/p>\n<p> \u00a04.       After \u00a0 hearing \u00a0 both \u00a0 parties, \u00a0 the \u00a0 Commission\u00a0<br \/>\ndirects\u00a0as\u00a0follows:\u00ad<br \/>\nPoint\u00a03\u00a0\u00ad The \u00a0information \u00a0sought \u00a0 by\u00a0the\u00a0appellant \u00a0is\u00a0<br \/>\n          over \u00a0 22 \u00a0 years \u00a0 old. \u00a0 \u00a0 He \u00a0 agreed \u00a0 to \u00a0 restrict\u00a0<br \/>\n          the\u00a0period\u00a0for\u00a0which\u00a0information\u00a0was\u00a0sought\u00a0<br \/>\n          to\u00a05\u00a0years\u00a0&#8211;\u00a01990\u00a0to\u00a01995.\u00a0 \u00a0The\u00a0respondent\u00a0<br \/>\n          is \u00a0 directed \u00a0 to \u00a0 provide \u00a0 copies \u00a0 of \u00a0 the\u00a0<br \/>\n          balance\u00a0sheets\u00a0for\u00a0this\u00a0period.<br \/>\nPoint\u00a08\u00a0\u00ad Appellant \u00a0is\u00a0 directed \u00a0to\u00a0 provide \u00a0the\u00a0 names\u00a0<br \/>\n          of \u00a0 the \u00a0 two \u00a0 persons \u00a0 who \u00a0 were \u00a0 found \u00a0 to \u00a0 have\u00a0<br \/>\n          submitted \u00a0 fake \u00a0 degrees \u00a0 at \u00a0 the \u00a0 time \u00a0 of\u00a0<br \/>\n          appointment,\u00a0within\u00a0one\u00a0week\u00a0of\u00a0the\u00a0receipt\u00a0<br \/>\n          of \u00a0 the \u00a0 order. \u00a0 \u00a0 Subsequently, \u00a0 respondent\u00a0<br \/>\n          will \u00a0 provide \u00a0 information \u00a0 regarding \u00a0 action\u00a0<br \/>\n          taken \u00a0 in \u00a0 these \u00a0 two \u00a0 cases \u00a0 and \u00a0 also \u00a0 provide\u00a0<br \/>\n          opportunity \u00a0 of \u00a0 inspection \u00a0 of \u00a0 the \u00a0 files\u00a0<br \/>\n          within\u00a0two\u00a0weeks.\n<\/p>\n<p>Point\u00a09\u00a0\u00ad Respondent \u00a0 is \u00a0 directed \u00a0 to \u00a0 provide\u00a0<br \/>\n          information \u00a0 presented \u00a0 before \u00a0 the \u00a0 DPC\u00a0<br \/>\n          members \u00a0 in \u00a0 respect \u00a0 of \u00a0 Sh. \u00a0 Deepak \u00a0 Chhibbar\u00a0<br \/>\n          after \u00a0 taking \u00a0 action \u00a0 to \u00a0 severe \u00a0 other\u00a0<br \/>\n          portions \u00a0 of \u00a0 the \u00a0 chart \u00a0 under \u00a0 Section \u00a0 10 \u00a0 of\u00a0<br \/>\n          the\u00a0Act.\n<\/p>\n<p>Point\u00a010\u00a0\u00ad\u00a0     Respondent \u00a0 submitted \u00a0 that \u00a0 the\u00a0<br \/>\n          information \u00a0 sought \u00a0 is \u00a0 more \u00a0 than \u00a0 20 \u00a0 years\u00a0<br \/>\n          old \u00a0 and \u00a0 is \u00a0 not \u00a0 available. \u00a0 \u00a0 Commission\u00a0<br \/>\n          accepts\u00a0their\u00a0submissions.<br \/>\nPoint\u00a011\u00a0\u00ad      Respondent \u00a0 submitted \u00a0 that \u00a0 the\u00a0<br \/>\n          information \u00a0 sought \u00a0 is \u00a0 more \u00a0 than \u00a0 20 \u00a0 years\u00a0<br \/>\n          old \u00a0 and \u00a0 is \u00a0 not \u00a0 available. \u00a0 \u00a0 Commission\u00a0<br \/>\n          accepts\u00a0their\u00a0submissions.<br \/>\nPoint\u00a014\u00a0\u00ad      Respondent \u00a0 submitted \u00a0 that \u00a0 expenditure\u00a0<br \/>\n          statement \u00a0 of \u00a0 2009\u00ad2010 \u00a0 has \u00a0 not \u00a0 yet \u00a0 been\u00a0<br \/>\n          finalized\u00a0and\u00a0is\u00a0likely\u00a0to\u00a0be\u00a0put\u00a0up\u00a0before\u00a0<br \/>\n          the \u00a0 Board \u00a0 for \u00a0 final \u00a0 approval \u00a0 within \u00a0 4\u00ad6\u00a0<br \/>\n          weeks, \u00a0 after \u00a0 which \u00a0 they \u00a0 would \u00a0 furnish\u00a0<br \/>\n          information\u00a0to\u00a0the\u00a0appellant.\n<\/p>\n<p>5.
