The\u00a0Applicant\u00a0filed\u00a0her\u00a0RTI\u00adapplication\u00a0dated\u00a015.03.2011\u00a0with\u00a0the\u00a0PIO,\u00a0Central\u00a0Railway,\u00a0Mumbai,\u00a0<\/p>\n<p>          seeking \u00a0 information \u00a0 against \u00a0 9 \u00a0 items \u00a0 (A \u00a0 to \u00a0 I) \u00a0 on \u00a0 the \u00a0 subject: \u00a0&#8220;Complaint \u00a0 lodged \u00a0 with \u00a0 RPF \u00a0 on \u00a0<\/p>\n<p>          15.07.2010.&#8221;\u00a0 \u00a0The\u00a0PIO,\u00a0on\u00a011.04.2011,\u00a0gave\u00a0point\u00adwise\u00a0reply\u00a0to\u00a0the\u00a0Applicant\u00a0which\u00a0the\u00a0Applicant\u00a0<\/p>\n<p>          challenged\u00a0before\u00a0the\u00a0Appellate\u00a0Authority\u00a0in\u00a01st\u00a0appeal\u00a0(dated\u00a028.04.2011)\u00a0since\u00a0she\u00a0was\u00a0not\u00a0satisfied\u00a0<\/p>\n<p>          with\u00a0the\u00a0same.\u00a0This\u00a0appeal,\u00a0however,\u00a0apparently\u00a0was\u00a0not\u00a0decided\u00a0by\u00a0the\u00a0AA.\u00a0The\u00a0Appellant\u00a0therefore\u00a0<\/p>\n<p>          filed\u00a0the\u00a0present\u00a0appeal\u00a0(dated\u00a009.06.2011)\u00a0before\u00a0the\u00a0Commission\u00a0requesting\u00a0that\u00a0the\u00a0information\u00a0be\u00a0<\/p>\n<p>          directed\u00a0to\u00a0be\u00a0furnished\u00a0to\u00a0her\u00a0free\u00a0of\u00a0cost<\/p>\n<p>Decision<\/p>\n<p>2.        During\u00a0the\u00a0hearing,\u00a0the\u00a0Appellant&#8217;s\u00a0RTI\u00adqueries\u00a0were\u00a0discussed\u00a0as\u00a0given\u00a0below:<\/p>\n<p>Item\u00a0A:\n<\/p>\n<p>3.        The\u00a0 Appellant\u00a0 wanted \u00a0 to \u00a0 obtain\u00a0 certified\u00a0copies\u00a0of\u00a0the\u00a0rules\/provisions\u00a0of\u00a0Railway\u00a0Establishment\u00a0<\/p>\n<p>          Manual\u00a0 which\u00a0 authorize\u00a0 Chief\u00a0 OS\u00a0to\u00a0 lodge\u00a0police\u00a0 complaint\u00a0 against\u00a0an\u00a0employee\u00a0without\u00a0 taking\u00a0<\/p>\n<p>          approval\u00a0of\u00a0the\u00a0higher\u00a0authority.\u00a0The\u00a0Respondents\u00a0informed\u00a0the\u00a0Commission\u00a0that\u00a0the\u00a0Sr.\u00a0DSTE\/CST,\u00a0<\/p>\n<p>          to\u00a0whom\u00a0this\u00a0request\u00a0for\u00a0information\u00a0was\u00a0transferred\u00a0by\u00a0the\u00a0PIO,\u00a0has\u00a0sent\u00a0his\u00a0reply\u00a0to\u00a0the\u00a0Appellant\u00a0<\/p>\n<p>          on\u00a027.07.2011.\u00a0They,\u00a0however,\u00a0clarified\u00a0that\u00a0they\u00a0do\u00a0not\u00a0have\u00a0Rules\/provisions\u00a0in\u00a0their\u00a0record\u00a0which\u00a0<\/p>\n<p>          the\u00a0Appellant\u00a0has\u00a0demanded\u00a0in\u00a0this\u00a0query.\u00a0\u00a0They\u00a0however\u00a0confirmed\u00a0that\u00a0as\u00a0per\u00a0practice\u00a0the\u00a0Chief\u00a0<\/p>\n<p>          OS\u00a0who\u00a0\u00a0is\u00a0responsible\u00a0for\u00a0the\u00a0\u00a0proper\u00a0functioning\u00a0of\u00a0the\u00a0office\u00a0\u00a0has\u00a0been\u00a0\u00a0lodging\u00a0\u00a0\u00a0police\u00a0complaints,\u00a0<\/p>\n<p>          when\u00a0required.\u00a0\n<\/p>\n<\/p>\n<p>4.        In\u00a0the\u00a0light\u00a0of\u00a0this\u00a0submission,\u00a0it\u00a0is\u00a0directed\u00a0that\u00a0the\u00a0Sr.\u00a0DSTE\/CST\u00a0shall\u00a0formally\u00a0communicate\u00a0the\u00a0<\/p>\n<p>          above\u00a0fact\u00a0(absence\u00a0of\u00a0Rules)\u00a0to\u00a0the\u00a0Appellant\u00a0\u00a0by\u00a05..10.11.<\/p>\n<p>Items\u00a0B\u00a0&amp;\u00a0C:\n<\/p>\n<p>5.        This\u00a0information\u00a0has\u00a0been\u00a0given\u00a0to\u00a0the\u00a0Appellant.<br \/>\n Items\u00a0D\u00a0to\u00a0F:\n<\/p>\n<p>6.        The\u00a0Respondents\u00a0stated\u00a0that\u00a0the\u00a0documents\u00a0requested\u00a0by\u00a0the\u00a0Appellant\u00a0here\u00a0have\u00a0already\u00a0been\u00a0<\/p>\n<p>          furnished\u00a0to\u00a0her\u00a0under\u00a0a\u00a0separate\u00a0departmental\u00a0proceeding\u00a0under\u00a0D&amp;AR.\u00a0The\u00a0Appellant,\u00a0on\u00a0her\u00a0part,\u00a0<\/p>\n<p>          stated\u00a0that\u00a0she\u00a0wants\u00a0to\u00a0receive\u00a0these\u00a0documents\u00a0under\u00a0the\u00a0RTI\u00adAct.\u00a0<\/p>\n<p>          I\u00a0see\u00a0no\u00a0difficulty\u00a0if\u00a0the\u00a0Appellant\u00a0is\u00a0provided\u00a0with\u00a0the\u00a0above\u00a0documents\u00a0under\u00a0the\u00a0RTI\u00adAct\u00a0as\u00a0well.\u00a0<\/p>\n<p>          The\u00a0PIO\u00a0is\u00a0accordingly\u00a0directed\u00a0to\u00a0furnish\u00a0this\u00a0information\u00a0to\u00a0the\u00a0Appellant\u00a0\u00a0by\u00a05.10.11.<\/p>\n<p>Item\u00a0G:\n<\/p>\n<p>7.        The \u00a0 Appellant \u00a0 enquired \u00a0 about \u00a0 the \u00a0 date \u00a0 &amp; \u00a0 time \u00a0 of \u00a0 receipt \u00a0 of \u00a0 the \u00a0 missing \u00a0 Muster \u00a0 Roll \u00a0 by \u00a0 the\u00a0<\/p>\n<p>          Respondents. \u00a0 The \u00a0 Respondents \u00a0 stated \u00a0 that \u00a0 they \u00a0 do \u00a0 not \u00a0 have \u00a0 any \u00a0 material \u00a0 information \u00a0 in \u00a0 their\u00a0<\/p>\n<p>          records.\u00a0\n<\/p>\n<p>          In\u00a0view\u00a0of\u00a0the\u00a0above,\u00a0it\u00a0is\u00a0directed\u00a0that\u00a0the\u00a0PIO\u00a0shall\u00a0formally\u00a0communicate\u00a0the\u00a0above\u00a0fact,\u00a0to\u00a0the\u00a0<\/p>\n<p>          Appellant\u00a0\u00a0by\u00a05.10.11.\n<\/p>\n<p>Item\u00a0H\u00a0&amp;\u00a0I\u00a0:\n<\/p>\n<p>8.        The\u00a0PIO&#8217;s\u00a0answers\u00a0to\u00a0these\u00a0queries\u00a0were\u00a0to\u00a0the\u00a0Point.\u00a0As\u00a0such,\u00a0no\u00a0further\u00a0disclosure\u00a0is\u00a0needed.<\/p>\n<p>9.        The\u00a0Appeal\u00a0is\u00a0disposed\u00a0of\u00a0with\u00a0the\u00a0above\u00a0directions.<\/p>\n<p>10.
