not\u00a0present\u00a0in\u00a0spite\u00a0of\u00a0notice.\u00a0The\u00a0Respondent\u00a0was\u00a0present\u00a0in\u00a0the\u00a0Patna\u00a0studio\u00a0<\/p>\n
of\u00a0the\u00a0NIC.\u00a0We\u00a0heard\u00a0his\u00a0submissions.\n<\/p>\n<\/p>\n
3.      The\u00a0Complainant\u00a0had\u00a0sought\u00a0the\u00a0copy\u00a0of\u00a0the\u00a0PPO\u00a0of\u00a0one\u00a0Siddheshwar\u00a0P\u00a0<\/p>\n
Sinha,\u00a0a\u00a0retired\u00a0DFO\u00a0and\u00a0some\u00a0other\u00a0details\u00a0about\u00a0the\u00a0advances\u00a0availed\u00a0of\u00a0by\u00a0<\/p>\n
him.\u00a0The\u00a0CPIO\u00a0informed\u00a0him\u00a0that\u00a0in\u00a0the\u00a0absence\u00a0of\u00a0the\u00a0PPO\u00a0number,\u00a0it\u00a0would\u00a0<\/p>\n
not\u00a0be\u00a0possible\u00a0to\u00a0search\u00a0out\u00a0the\u00a0desired\u00a0details\u00a0regarding\u00a0the\u00a0pension\u00a0of\u00a0this\u00a0<\/p>\n
retired\u00a0employee\u00a0as\u00a0the\u00a0data\u00a0 of\u00a0the\u00a0 pensioners\u00a0 was\u00a0being\u00a0maintained\u00a0PPO\u00a0<\/p>\n
number\u00a0 wise \u00a0 and \u00a0 not \u00a0 by \u00a0 their \u00a0 names. \u00a0 He \u00a0 had \u00a0 also \u00a0 noted \u00a0 that \u00a0 the \u00a0 desired\u00a0<\/p>\n
information\u00a0being\u00a0about\u00a0the\u00a0personal\u00a0matters\u00a0of\u00a0a\u00a0third\u00a0party\u00a0pensioner,\u00a0it\u00a0was\u00a0<\/p>\n

\n exempt\u00a0from\u00a0disclosure\u00a0in\u00a0terms\u00a0of\u00a0Section\u00a08\u00a0(1)\u00a0(j)\u00a0of\u00a0\u00a0the\u00a0Right\u00a0to\u00a0Information\u00a0<\/p>\n
(RTI)\u00a0Act.\u00a0The\u00a0Appellate\u00a0Authority\u00a0had\u00a0endorsed\u00a0this\u00a0decision.<\/p>\n
4.      During\u00a0the\u00a0hearing,\u00a0the\u00a0Respondent\u00a0submitted\u00a0that\u00a0the\u00a0pension\u00a0details,\u00a0<\/p>\n
running\u00a0 into\u00a0 hundreds\u00a0 of\u00a0 thousands\u00a0 at \u00a0 any\u00a0 given\u00a0 point\u00a0 of\u00a0 time,\u00a0 were\u00a0 being\u00a0<\/p>\n
maintained\u00a0in\u00a0the\u00a0office\u00a0of\u00a0the\u00a0AG,\u00a0PPO\u00a0number\u00adwise\u00a0and\u00a0not\u00a0by\u00a0the\u00a0names\u00a0of\u00a0<\/p>\n
the\u00a0pensioners\u00a0and,\u00a0therefore,\u00a0in\u00a0the\u00a0absence\u00a0of\u00a0the\u00a0PPO\u00a0number,\u00a0it\u00a0would\u00a0<\/p>\n
indeed\u00a0be\u00a0impossible\u00a0to\u00a0search\u00a0out\u00a0the\u00a0desired\u00a0details\u00a0regarding\u00a0a\u00a0particular\u00a0<\/p>\n
pensioner.\u00a0Besides,\u00a0he\u00a0also\u00a0submitted\u00a0that,\u00a0in\u00a0any\u00a0case,\u00a0the\u00a0office\u00a0of\u00a0the\u00a0AG\u00a0did\u00a0<\/p>\n
not\u00a0maintain\u00a0the\u00a0copy\u00a0of\u00a0the\u00a0PPO;\u00a0only\u00a0the\u00a0details\u00a0of\u00a0the\u00a0PPO\u00a0are\u00a0recorded\u00a0in\u00a0a\u00a0<\/p>\n
particular\u00a0register.\u00a0It\u00a0seems\u00a0only\u00a0two\u00a0copies\u00a0of\u00a0the\u00a0PPO\u00a0are\u00a0always\u00a0made\u00a0and\u00a0<\/p>\n
forwarded\u00a0to\u00a0the\u00a0pensioner\u00a0himself\u00a0as\u00a0also\u00a0to\u00a0the\u00a0Treasury\u00a0concerned.\u00a0In\u00a0the\u00a0<\/p>\n
light\u00a0of\u00a0this\u00a0explanation,\u00a0we\u00a0cannot\u00a0find\u00a0fault\u00a0with\u00a0the\u00a0CPIO\u00a0for\u00a0not\u00a0providing\u00a0the\u00a0<\/p>\n
copy\u00a0of\u00a0the\u00a0PPO.\n<\/p>\n<\/p>\n
5.      In\u00a0respect\u00a0of\u00a0the\u00a0other\u00a0details\u00a0regarding\u00a0the\u00a0advances\u00a0availed\u00a0of\u00a0by\u00a0the\u00a0<\/p>\n
said\u00a0pensioner,\u00a0he\u00a0submitted\u00a0that\u00a0they\u00a0should\u00a0be\u00a0available\u00a0in\u00a0the\u00a0office\u00a0of\u00a0the\u00a0<\/p>\n
AG,\u00a0Jharkhand\u00a0and\u00a0not\u00a0with\u00a0them\u00a0after\u00a0the\u00a0bifurcations\u00a0of\u00a0the\u00a0State\u00a0of\u00a0Bihar.\u00a0He\u00a0<\/p>\n
indicated\u00a0that\u00a0a\u00a0copy\u00a0of\u00a0the\u00a0RTI\u00a0request\u00a0had\u00a0been\u00a0forwarded\u00a0to\u00a0the\u00a0CPIO\u00a0of\u00a0the\u00a0<\/p>\n
office \u00a0 of \u00a0 the \u00a0 AG, \u00a0 Jharkhand \u00a0 right \u00a0 at \u00a0 the \u00a0 beginning. \u00a0 It \u00a0 is \u00a0 not \u00a0 clear \u00a0 if \u00a0 the\u00a0<\/p>\n
Complainant\u00a0has\u00a0received\u00a0any\u00a0communication\u00a0from\u00a0that\u00a0CPIO\u00a0till\u00a0date.<\/p>\n
6.      Assuming\u00a0that\u00a0he\u00a0has\u00a0not\u00a0received\u00a0any\u00a0information\u00a0from\u00a0the\u00a0CPIO\u00a0of\u00a0the\u00a0<\/p>\n
office\u00a0of\u00a0the\u00a0AG,\u00a0Jharkhand,\u00a0we\u00a0direct\u00a0that\u00a0the\u00a0CPIO\u00a0of\u00a0the\u00a0AG,\u00a0Bihar\u00a0should\u00a0<\/p>\n
forward\u00a0a\u00a0copy\u00a0of\u00a0our\u00a0order\u00a0to\u00a0the\u00a0CPIO\u00a0in\u00a0the\u00a0office\u00a0of\u00a0the\u00a0AG,\u00a0Jharkhand\u00a0who,\u00a0<\/p>\n
in \u00a0 turn, \u00a0 should \u00a0 provide \u00a0 the \u00a0 necessary \u00a0 information \u00a0 regarding \u00a0 the \u00a0 advances\u00a0<\/p>\n
granted\u00a0to\u00a0this\u00a0particular\u00a0retired\u00a0employee\u00a0if\u00a0such\u00a0information\u00a0is\u00a0still\u00a0available\u00a0in\u00a0<\/p>\n
that\u00a0office.\u00a0This\u00a0should\u00a0be\u00a0complied\u00a0with\u00a0within\u00a020\u00a0working\u00a0days\u00a0of\u00a0receiving\u00a0this\u00a0<\/p>\n

\n order.\u00a0In\u00a0case,\u00a0the\u00a0relevant\u00a0 records\u00a0are\u00a0no\u00a0longer\u00a0available,\u00a0even\u00a0then,\u00a0the\u00a0<\/p>\n
CPIO\u00a0concerned\u00a0must\u00a0write\u00a0to\u00a0the\u00a0Complainant\u00a0and\u00a0inform\u00a0him\u00a0accordingly.<\/p>\n
