U.P.\n<\/p>\n<pre>RTI application filed on            :       03-09-2009\nPIO replied                         :       07-11-2009\nFirst appeal filed on               :       17-11-2009\nFirst Appellate Authority order     :       Not replied\nSecond Appeal filed on              :       01-02-2010\n\n<\/pre>\n<p>       The appellant had asked in RTI application regarding inappropriate procedure for<br \/>\nconducting and evaluation of answer papers for annual examination and on demand<br \/>\nexaminations by the regional centre Noida.\n<\/p>\n<p>1. What is the method of evaluating the answer sheets of the examination conducted by NOIS<br \/>\n   both for on-demand and Annual papers? (i.e. by whom they are evaluated).\n<\/p>\n<p>2. My son applied through several on demand examinations for Physics and Mathematics,<br \/>\n   without any change of marks in either papers which were awarded to him through April 2008<br \/>\n   examination. Lately he had appeared Mathematics on 06\/05\/2009 and Physics on<br \/>\n   12\/05\/2009. I want the marks secured in the above on demand examinations along with the<br \/>\n   full answer sheets(or Photocopies).\n<\/p>\n<p>3. My son also appeared in April 2009 examination in Mathematics, Physics , chemistry and<br \/>\n   English for improvement of marks on there papers. Since the question paper had two sets of<br \/>\n   questions. One for old batch and one for the new batch the examiner might have checked the<br \/>\n   answer sheet on the basis of question paper for the new batch of students and not for that of<br \/>\n   old students (appearing for improvement). Please look in to the matter. also the copies of<br \/>\n   both question papers may be made available.\n<\/p>\n<p>4. After the April 2009 examination in the above mentioned papers no improvement of marks<br \/>\n   were indicated and on enquiry it was said that there was no improvement. I want the actual<br \/>\n   marks secured with full answer of above 4 papers (or photocopies).\n<\/p>\n<p>5. For evaluating the answer sheets do you have in house competent examiners or they are<br \/>\n   evaluated by outside teachers. In the later case please provide me the name and address of<br \/>\n   these teachers.\n<\/p>\n<p>6. My son was enrolled at the St. Soldiers Senior Secondary Public School, New Palam Vihar<br \/>\n   Phase &#8211; II, Gurgaon. Where no practical classes were held and my son had to take practical<br \/>\n      classes from some private school by paying money. If the Regional Offices assess the<br \/>\n     Accredited Institutes of their functioning \/ Providing assistance to the NIOS students? And if<br \/>\n     so, what is the frequencies of these inspections?\n<\/p>\n<p>The PIO&#8217;s order:-\n<\/p>\n<p>        &#8220;Please refer to your letter dated 03.09.2009 a copy of which has been received from the<br \/>\nEvaluation Deptt. of NIOS for reply of para no. 6 regarding no practical classes held at St.<br \/>\nSoldiers Senior Secondary Public School, New Palam Vihar, Phase &#8211; II, Gurgaon HR.\n<\/p>\n<p>        In this connection, I am to inform you that the position is being examined and you will<br \/>\nhear a response shortly&#8221;.\n<\/p>\n<p>Grounds for first appeal:\n<\/p>\n<p>     Dissatisfied reply had provided by the PIO.\n<\/p>\n<p>Order of First Appellate Authority:\n<\/p>\n<p>      Not replied.\n<\/p>\n<p>Grounds for Second Appeal:\n<\/p>\n<p>     Dissatisfied information had provided by the PIO and no any order passed by FAA.\n<\/p>\n<p>Relevant Facts emerging during Hearing:\n<\/p>\n<p>The following were present<br \/>\nAppellant : Absent;\n<\/p>\n<p>Respondent : Mr. K. K. Giri, APIO &amp; Section Officer;\n<\/p>\n<p>       The Respondent states that the Appellant&#8217;s son had appeared for the examination on eight<br \/>\noccasions and had not appeared six times through on demand exams. In view of the multiple<br \/>\nattempts it had been difficult to provide the information sought by the Appellant. Some<br \/>\ninformation was provided earlier but finally after identifying all the facts the information has<br \/>\nbeen provided to the Appellant on 29\/03\/2009.
