To S.C.II\n                                     ------\n                         th\n             02\/Dated:9 September, 2011\n\n                   1)     Counsel for the petitioner submitted that he was working as\n<\/pre>\n<p>                   Junior Engineer since 1982 and thereafter, he was transferred from<br \/>\n                   Godda district to Dhanbad district vide office order dated 29th June,<br \/>\n                   2011, which is annexed at annexure-1 to the memo of the petition. The<br \/>\n                   petitioner went to Dhanbad office immediately on 4th July, 2011, but<br \/>\n                   respondent No.5 &#8211; Anil Kumar, who was working for the last<br \/>\n                   approximately ten years, was not ready to hand over the charge to the<br \/>\n                   petitioner    and,         therefore,         the         present    petition   was<br \/>\n                   preferred. Meanwhile, respondent No.5, on intervention of his superior<br \/>\n                   officers, had to hand over the charge to the petitioner after one month<br \/>\n                   from the date of the transfer order, but thereafter again respondent<br \/>\n                   No.5 has been re-posted on the same post at Dhanbad and petitioner<br \/>\n                   has been repatriated to his parent department, namely, Road<br \/>\n                   Construction Department. Petitioner is on deputation in Rural Works<br \/>\n                   Department, therefore, he was not accommodated even after transfer<br \/>\n                   order dated 29th June, rather the order was not made effective for about<br \/>\n                   one month and thereafter, again respondent No.5 is posted at Dhanbad<br \/>\n                   and petitioner is repatriated in his parent department.\n<\/p>\n<p>                   2)     Counsel for the State is seeking time to get instruction from the<br \/>\n                   concerned Deputy Secretaries of both the aforesaid Departments.\n<\/p>\n<p>                   3)     Matter is adjourned to be listed on 16th September, 2011.\n<\/p>\n<p>                                                                             (D.
