In<\/p>\n<p>order to apply for licence for the same, the petitioner has to first<\/p>\n<p>obtain a No Objection Certificate from the 2nd respondent-District<\/p>\n<p>Medical Officer. The petitioner has submitted Ext.P3 application for the<\/p>\n<p>same. The petitioner&#8217;s grievance in this writ petition is that the same is<\/p>\n<p>not being considered by the 2nd respondent, although the same had<\/p>\n<p>been submitted on 12.1.2009.\n<\/p>\n<p>      2.    I have heard the learned Government Pleader also.<\/p>\n<p>      3.    When a person applies for NOC, the 2nd respondent has a<\/p>\n<p>duty to consider the same and pass orders thereon in accordance with<\/p>\n<p>law, expeditiously.
