Badi of Hyderabad filed an RTI-application with the Public<br \/>\nInformation    Officer,   Railway   Board,     on   7    August   2007,   seeking<br \/>\ninformation\/documents relating to the procedures adopted by the Department<br \/>\nwith regard to the implementation of the payscales recommended by the Pay<br \/>\nCommission.\n<\/p>\n<p>2.    The PIO vide his letter dated 23 August 2007 replied to the RTI-<br \/>\napplication.   Not satisfied with the reply of the PIO, the Appellant filed an<br \/>\nappeal with the first Appellate Authority on 10 September 2007 who vide his<br \/>\nletter 3 October 2007 replied to it. Thereafter, the Appellant approached the<br \/>\nCentral Information Commission with a Second Appeal on 20 November 2007,<br \/>\nwhich was registered in the commission on 28\/01\/2008.\n<\/p>\n<p>3.    The Bench of Dr. O.P. Kejariwal, Information Commissioner, heard the<br \/>\nmatter on 11 September 2008.\n<\/p>\n<p>4.    Shri Sunil Kumar, EDPG &amp; CPIO and Shri N.P. Singh, DDPC-V, represented<br \/>\nthe Respondents.\n<\/p>\n<p>5.    The Appellant, Shri V.D. Badi, was neither present nor send any<br \/>\nrepresentative for the hearing.\n<\/p>\n<p>Decision:\n<\/p>\n<p>6.    In the absence of the Appellant, the Commission heard the Respondents<br \/>\nand noted that they had given a detailed reply to the RTI-application of 7<br \/>\nAugust 2007 and then again to the first appeal of 10 September 2007. In their<br \/>\n replies and also during the hearing, the Respondents gave details of the<br \/>\nprocedures whereby the payscales recommended by the Pay Commission are<br \/>\nimplemented in the Department.             The Appellant does not seem to have<br \/>\nunderstood the administrative procedures regarding the implementation of the<br \/>\nnew scales and the correctives to be carried out in them, if any. As such, the<br \/>\nCommission would direct the Appellant to fix up a time with the Respondents so<br \/>\nthat the matter is sorted out across the table. The Respondents are directed to<br \/>\nprovide to the Appellant any document that they may have on the issue, and<br \/>\nwhich is demanded by the Applicant. The photocopies may be provided to him<br \/>\nfree of cost subject to the limit of 25 pages beyond which the Appellant may get<br \/>\nthe photocopies after paying the fee prescribed under the RTI-Act. This may be<br \/>\ndone by 6 October 2008.\n<\/p>\n<p>7.
