Justice ANTONY DOMINIC\n\n Dated :24\/02\/2009\n\n O R D E R\n                  ANTONY DOMINIC,J.\n              -----------------------\n                W.P.(C).No.4540 OF 2009\n              ------------------------\n         Dated this the 24th day of February, 2009.\n\n                        JUDGMENT\n<\/pre>\n<p>          Challenge in this writ petition is against Ext.P6,<\/p>\n<p>an order passed by the Inspector of Legal Metrology, taking<\/p>\n<p>the    view that    recharge coupons     marketed by the<\/p>\n<p>petitioner herein are packaged commodities, amenable to<\/p>\n<p>the provisions of    Standards of Weights and Measures<\/p>\n<p>(Enforcement) Act, 1985.\n<\/p>\n<p>          2. The ground on which challenge is raised is<\/p>\n<p>that the material in question is not a commodity and<\/p>\n<p>therefore the Act is not applicable. Counsel also placed<\/p>\n<p>reliance on Ext.P2 Government Order allowing an appeal<\/p>\n<p>filed by M\/s. BPL Mobile Cellular Ltd.<\/p>\n<p>          3.
