Tiwari,, Chief Information Commissioner\n\n\nComplainant:           Prof. Akham Biradhwaja Singh\nRespondents:           Ministry of Law &amp; Justice<\/pre>\n<p>        Prof. Akham Biradhwaja Singh of Manipur has filed this complaint dated<br \/>\n6.7.2010 before the Commission against the decision of CPIO, Ministry of Law &amp;<br \/>\nJustice, Department of Justice, New Delhi, for providing incomplete information<br \/>\nrelating to his RTI-request dated 13.1.2010.\n<\/p>\n<p>2      Perused papers submitted by the complainant, it is observed that complainant&#8217;s<br \/>\nRTI request dated 13.1.2010 was replied to by CPIO, Department of Justice, New<br \/>\nDelhi vide letter No. 22\/DS(J)\/2010-RTI dated 8.4.2010.\n<\/p>\n<p>3.   The complainant preferred his first-appeal on 3.5.2010 before AA, Ministry of<br \/>\nLaw &amp; Justice, Department of Justice, New Delhi, which has not been decided by<br \/>\nAA.\n<\/p>\n<p>4.      In order to avoid multiple proceedings under section 19 and 18 of the RTI Act,<br \/>\nviz., appeals and complaints, the matter is remitted to Shri Ramesh Abhishek, Joint<br \/>\nSecretary &amp; AA, Ministry of Law &amp; Justice, Department of Justice, Jaisalmer House,<br \/>\n26, Man Singh Road, New Delhi-110011 (enclosing therewith a copy of complaint),<br \/>\nwith the following directions:\n<\/p>\n<blockquote><p>     i) In case the first appeal dated 3.5.2010 not been disposed of by AA, he should<br \/>\n        dispose of the first appeal by passing a speaking order in the matter, within 2<br \/>\n        weeks of receipt of this order.\n<\/p><\/blockquote>\n<blockquote><p>     ii) In case AA has already disposed of the first-appeal, he should furnish a copy<br \/>\n         of his order to the complainant within 1 week of receipt of this order.<\/p>\n<\/blockquote>\n<blockquote><p>     iii) A copy of First Appellate Order should also be endorsed to the Commission.<\/p>\n<\/blockquote>\n<p>5.      In case the complainant still feels aggrieved by the decision of AA, he shall be<br \/>\nfree to approach the Commission in second appeal under Section 19(3), along with<br \/>\ncomplaint under Section 18, if any, within the prescribed time limit.\n<\/p>\n<p>6.
