{"id":185463,"date":"2009-07-08T00:00:00","date_gmt":"2009-07-07T18:30:00","guid":{"rendered":"https:\/\/www.legalindia.com\/judgments\/need-to-formulate-an-effective-strategy-to-combat-the-menace-of-on-8-july-2009"},"modified":"2017-07-27T10:50:46","modified_gmt":"2017-07-27T05:20:46","slug":"need-to-formulate-an-effective-strategy-to-combat-the-menace-of-on-8-july-2009","status":"publish","type":"post","link":"https:\/\/www.legalindia.com\/judgments\/need-to-formulate-an-effective-strategy-to-combat-the-menace-of-on-8-july-2009","title":{"rendered":"Need To Formulate An Effective Strategy To Combat The Menace Of &#8230; on 8 July, 2009"},"content":{"rendered":"<div class=\"docsource_main\">Lok Sabha Debates<\/div>\n<div class=\"doc_title\">Need To Formulate An Effective Strategy To Combat The Menace Of &#8230; on 8 July, 2009<\/div>\n<\/p>\n<pre><\/pre>\n<p>                                                      &gt; <\/p>\n<p><a class=\"marker_ref\" href=\"\/search\/?formInput=Title%20\">Title <\/a>: Need to  formulate an effective strategy to combat  <\/p>\n<p>\u00a0the menace of naxalism in the country.   <\/p>\n<p><a class=\"marker_ref\" href=\"\/search\/?formInput=SHRI%20MANISH%20TEWARI%20\">SHRI MANISH TEWARI <\/a>(<a class=\"marker_ref\" href=\"\/search\/?formInput=LUDHIANA\">LUDHIANA<\/a>): India faces an existential threat from a host of internal stresses.\u00a0\u00a0 Left Wing extremism appear fairly high in the list.\u00a0\u00a0\u00a0From 53 districts in 2001, it has rapidly spread to 252 districts across 18 states.\u00a0\u00a0\u00a0 India has 533 tribes comprising 88.3 million people.\u00a0\u00a0 This translates into 8.6% of total population.\u00a0\u00a085% of this population lives in Central and Peninsular India that is the active command area of naxal movement.\u00a0\u00a0\u00a0Lalgarh is perhaps the latest manifestation of their resolve. Unlike other extremist\/separatist movements in Punjab, Jammu Kashmir or parts of the North East it is not a mainland insurgency but more in the nature of a heartland rebellion.\u00a0\u00a0 Needless to say the bulk of our mineral resources are concentrated in the Central and Peninsular regions.\u00a0 Why does the Govt. of India not talk to the affected States and set up a unified security command and a pan state development body staffed by state officers but funded and monitored\u00a0 by the Central Government to holistically try and resolve this problem.\u00a0\u00a0Since the so called revolutionary corridor stretches from Pashupati in Nepal to Tirupati in Andhra Pradesh the jurisdictional issues are clearly leveraged by the extremists to consolidate, regroup, avoid and evade the security forces.\u00a0\u00a0 A serious\u00a0 re-examination of the entire strategy to combat naxalism is the need of the hour.\n<\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0   <\/p>\n<p>\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0   <\/p>\n","protected":false},"excerpt":{"rendered":"<p>Lok Sabha Debates Need To Formulate An Effective Strategy To Combat The Menace Of &#8230; on 8 July, 2009 &gt; Title : Need to formulate an effective strategy to combat \u00a0the menace of naxalism in the country.
