The\u00a0Applicant\u00a0filed\u00a0an\u00a0RTI\u00a0application\u00a0dt.1.11.10\u00a0with\u00a0the\u00a0PIO,\u00a0CCH\u00a0seeking\u00a0the\u00a0details\u00a0of\u00a0official\u00a0work\u00a0<\/p>\n<p>       given\u00a0to\u00a0him\u00a0with\u00a0effect\u00a0from\u00a017.12.08\u00a0along\u00a0with\u00a0details\u00a0of\u00a0official\u00a0work\u00a0done\u00a0by\u00a0him\u00a0and\u00a0details\u00a0of\u00a0<\/p>\n<p>       official\u00a0work\u00a0refused\u00a0by\u00a0him\u00a0out\u00a0of\u00a0the\u00a0total\u00a0work\u00a0assigned\u00a0to\u00a0him\u00a0since\u00a0then\u00a0and\u00a0the\u00a0action\u00a0taken\u00a0by\u00a0<\/p>\n<p>       the\u00a0office\u00a0against\u00a0him\u00a0in\u00a0case\u00a0he\u00a0did\u00a0not\u00a0do\u00a0the\u00a0official\u00a0work.\u00a0\u00a0If\u00a0the\u00a0office\u00a0has\u00a0not\u00a0taken\u00a0any\u00a0action\u00a0<\/p>\n<p>       against\u00a0him,\u00a0then\u00a0the\u00a0reasons\u00a0thereof.\u00a0 \u00a0Dr.Lalit\u00a0Verma,\u00a0PIO\u00a0replied\u00a0on\u00a02.12.10\u00a0giving\u00a0an\u00a0elaborate\u00a0<\/p>\n<p>       reply.\u00a0\u00a0Not\u00a0satisfied\u00a0with\u00a0the\u00a0reply,\u00a0the\u00a0Applicant\u00a0filed\u00a0an\u00a0appeal\u00a0dt.9.12.10\u00a0with\u00a0the\u00a0Appellate\u00a0Authority\u00a0<\/p>\n<p>       stating\u00a0that\u00a0information\u00a0provided\u00a0is\u00a0incomplete\u00a0and\u00a0misleading.\u00a0\u00a0Dr.Ramjee\u00a0Singh,\u00a0Appellate\u00a0Authority\u00a0<\/p>\n<p>       vide\u00a0his\u00a0order\u00a0dt.3.1.11\u00a0upheld\u00a0the\u00a0decision\u00a0of\u00a0the\u00a0PIO.\u00a0\u00a0Being\u00a0aggrieved\u00a0with\u00a0the\u00a0reply,\u00a0the\u00a0Applicant\u00a0<\/p>\n<p>       filed\u00a0a\u00a0second\u00a0appeal\u00a0dt.3.2.11\u00a0before\u00a0CIC.\n<\/p>\n<p>\nCIC\/AD\/A\/2011\/000734<\/p>\n<p>2.     The\u00a0Applicant\u00a0filed\u00a0an\u00a0RTI\u00a0application\u00a0dt.1.11.10\u00a0with\u00a0the\u00a0PIO,\u00a0CCH\u00a0seeking\u00a0the\u00a0date\u00a0wise\u00a0details\u00a0of\u00a0<\/p>\n<p>       of\u00a0times\u00a0when\u00a0he\u00a0had\u00a0 \u00a0exhibited\u00a0violent\u00a0behaviour\u00a0and\u00a0had\u00a0rushed\u00a0into\u00a0the\u00a0office\u00a0of\u00a0the\u00a0Secretary\u00a0<\/p>\n<p>       without\u00a0taking\u00a0prior\u00a0appointment\u00a0and\u00a0spoiling\u00a0working\u00a0environment\u00a0with\u00a0effect\u00a0from\u00a0Dec.1995,\u00a0along\u00a0<\/p>\n<p>       with \u00a0 the \u00a0 copy \u00a0 of \u00a0 order\/circular \u00a0 issued \u00a0 to \u00a0 staff \u00a0 members \u00a0 with \u00a0 the \u00a0 direction\u00a0 to \u00a0 them\u00a0 to \u00a0 take\u00a0 prior\u00a0<\/p>\n<p>       appointments\u00a0from\u00a0the\u00a0Secretary\u00a0in\u00a0case\u00a0of\u00a0any\u00a0grievance\u00a0or\u00a0official\u00a0matter\u00a0and\u00a0also\u00a0to\u00a0\u00a0supply\u00a0copies\u00a0<\/p>\n<p>       of\u00a0reports\u00a0against\u00a0him\u00a0by\u00a0his\u00a0supervisor\/office\u00a0superintendent\u00a0or\u00a0any\u00a0other\u00a0staff\u00a0member\u00a0to\u00a0this\u00a0effect\u00a0<\/p>\n<p>       and\u00a0the\u00a0action\u00a0taken\u00a0by\u00a0the\u00a0office\u00a0against\u00a0him\u00a0on\u00a0each\u00a0such\u00a0occasion.\u00a0\u00a0If\u00a0the\u00a0office\u00a0has\u00a0not\u00a0taken\u00a0any\u00a0<\/p>\n<p>       action\u00a0against\u00a0him,\u00a0then\u00a0the\u00a0reasons\u00a0thereof.\u00a0 \u00a0 \u00a0Dr.Lalit\u00a0Verma,\u00a0PIO\u00a0replied\u00a0on\u00a02.12.10\u00a0giving\u00a0the\u00a0<\/p>\n<p>       instances\u00a0along\u00a0with\u00a0dates\u00a0\u00a0of\u00a0misbehaviour\u00a0on\u00a0the\u00a0part\u00a0of\u00a0the\u00a0Appellant\u00a0and\u00a0added\u00a0that\u00a0remaining\u00a0<br \/>\n          information\u00a0if\u00a0any\u00a0will\u00a0be\u00a0provided\u00a0separately\u00a0as\u00a0there\u00a0are\u00a0many\u00a0files\u00a0related\u00a0to\u00a0the\u00a0Applicant\u00a0which\u00a0<\/p>\n<p>         need\u00a0to\u00a0be\u00a0looked\u00a0into.\u00a0\u00a0Not\u00a0satisfied\u00a0with\u00a0the\u00a0reply,\u00a0the\u00a0Applicant\u00a0filed\u00a0an\u00a0appeal\u00a0dt.7.12.10\u00a0with\u00a0the\u00a0<\/p>\n<p>         Appellate\u00a0Authority\u00a0stating\u00a0that\u00a0information\u00a0provided\u00a0is\u00a0irrelevant\u00a0and\u00a0misleading.\u00a0\u00a0Dr.Ramjee\u00a0Singh,\u00a0<\/p>\n<p>         Appellate\u00a0Authority\u00a0vide\u00a0his\u00a0order\u00a0dt.11.1.11\u00a0upheld\u00a0the\u00a0decision\u00a0of\u00a0the\u00a0PIO.\u00a0\u00a0Being\u00a0aggrieved\u00a0with\u00a0the\u00a0<\/p>\n<p>         reply,\u00a0the\u00a0Applicant\u00a0filed\u00a0a\u00a0second\u00a0appeal\u00a0dt.3.2.11\u00a0before\u00a0CIC.<\/p>\n<p>Decision<\/p>\n<p>CIC\/AD\/A\/2011\/000732<\/p>\n<p>3.       During\u00a0the\u00a0hearing,\u00a0the\u00a0Respondents\u00a0submitted\u00a0that\u00a0no\u00a0action\u00a0has\u00a0ever\u00a0been\u00a0 \u00a0taken\u00a0against\u00a0the\u00a0<\/p>\n<p>         Appellant\u00a0for\u00a0his\u00a0misbehaviour\u00a0and\u00a0that\u00a0the\u00a0reasons\u00a0for\u00a0not\u00a0taking\u00a0action\u00a0are\u00a0not\u00a0available\u00a0on\u00a0record.\u00a0<\/p>\n<p>         The\u00a0Commission\u00a0accordingly\u00a0directs\u00a0the\u00a0PIO\u00a0to\u00a0inform\u00a0the\u00a0same\u00a0\u00a0formally\u00a0in\u00a0writing\u00a0to\u00a0the\u00a0Appellant.<\/p>\n<p>CIC\/AD\/A\/2011\/000734<\/p>\n<p>4.       During\u00a0the\u00a0hearing,\u00a0the\u00a0Respondents\u00a0submitted\u00a0that\u00a0no\u00a0order\/circular\u00a0suggesting\u00a0the\u00a0need\u00a0to\u00a0take\u00a0an\u00a0<\/p>\n<p>         appointment\u00a0\u00a0prior\u00a0to\u00a0meeting\u00a0the\u00a0\u00a0Secretary\u00a0is\u00a0available\u00a0in\u00a0the\u00a0records\u00a0as\u00a0such\u00a0an\u00a0order\/circular\u00a0does\u00a0<\/p>\n<p>         not\u00a0exist\u00a0.\u00a0He\u00a0added\u00a0that\u00a0in\u00a0continuation\u00a0to\u00a0letter\u00a0dt.2.12.10,\u00a0additional\u00a0clarification\u00a0was\u00a0provided\u00a0to\u00a0<\/p>\n<p>         the\u00a0Appellant\u00a0on\u00a09.2.11,\u00a0in\u00a0response\u00a0to\u00a0the\u00a0RTI\u00a0application.\u00a0 \u00a0After\u00a0hearing\u00a0the\u00a0Respondents,\u00a0the\u00a0<\/p>\n<p>         Commission\u00a0directs\u00a0the\u00a0PIO\u00a0to\u00a0inform\u00a0the\u00a0Appellant\u00a0formally\u00a0in\u00a0writing\u00a0that\u00a0the\u00a0circular\/order\u00a0he\u00a0is\u00a0<\/p>\n<p>         seeking\u00a0does\u00a0not\u00a0exist.\u00a0\n<\/p>\n<\/p>\n<p>5.
