Rishikesan Nair\n\nFACTS<\/pre>\n<p>:\n<\/p>\n<p>       The appellant has sought information under RTI Act by his letter dated<br \/>\n18.07.2008 addressed to the PIO, Canara Bank, Circle Office, MG Road,<br \/>\nTrivandum (&#8220;the Bank&#8221;) asking for copies of the complaints filed by Mr. N.V.<br \/>\nKamath and Ms. Sreedevi R.Thambi who are staff and customer respectively of<br \/>\nthe Bank against the then Manager Mr. M.V. Viswabhadran. He has also sought<br \/>\nfor the copies of investigation reports. The PIO by his letter dated 13.8.2007 has<br \/>\ngiven his reply denying the information sought under the provisions of section<br \/>\n8(1)(e) &amp; (j). Not satisfied with this reply the appellant preferred first appeal<br \/>\nbefore the CPIO on 31.8.2007 and the CPIO &amp; DGM has disposed of this appeal<br \/>\nby his decision dated 24.9.2007, however, reiterating the decision of the PIO.<br \/>\nAggrieved with the above decisions, the appellant preferred this appeal before<br \/>\nthe Commission on 21.12.2007. Comments were called for from the public<br \/>\nauthority vide letter dated 4.7.2008, and have been received from the AA on<br \/>\n23.7.2008. The appellant has also filed his rejoinder on 2.8.2008.\n<\/p>\n<p>DECISION<br \/>\n      This case came up for hearing on 17.10.2008, which was attended by the<br \/>\nconcerned officials of the public authority. The appellant was represented by his<br \/>\nrepresentative. During the hearing the AGM who has attended the hearing has<br \/>\nstated that after investigation it has been found that there is no merit in the<br \/>\ncomplaint and the case has been closed. I, therefore, direct the APIO-cum-AGM,<br \/>\nCircle Office to give a brief detail of the investigation which was conducted<br \/>\nagainst Mr. M.V. Viswabhadran, the then Branch Manager of the Bank and<br \/>\n<span class=\"hidden_text\">                                                1<\/span><br \/>\n indicating the final outcome of the case to the appellant without disclosing the<br \/>\nname of the officer who had given complaint or the name of the officer who had<br \/>\ncarried out the investigation.
