Uttarvar, Director (Plg.)<br \/>\n                            (2) Shri Chandu Bhutia, Deputy Director (Plg.) (CPIO)<\/p>\n<p>       This is in continuation of this Commission&#8217;s Interim Decision dated 15\/04\/2009.<br \/>\nAs scheduled, the hearing was resumed on 23\/04\/2009. Shri Bhutia submits a copy of<br \/>\nthe report prepared by the Board of Inquiry and Hearing before the Commission which is<br \/>\ntaken on record and a copy thereof handed over to Ms. Verma. As regards the two other<br \/>\n<span class=\"hidden_text\"> GD Verma 23 04                               2<\/span><\/p>\n<p>documents mentioned in para 1 of the Interim Decision under reference, Shri Bhutia<br \/>\nagrees to give copies thereof to Ms. Verma for perusal. Shri Bhutia also furnishes a<br \/>\ncopy of his comments on the representation made by Ms. Verma on 15\/04\/2009 which is<br \/>\nalso taken on record and a copy handed over to Ms. Verma. Ms. Verma expresses her<br \/>\ndissatisfaction on the comments of Shri Chandu Bhutia. Her submissions in this regard<br \/>\nandthe response of Shri Bhutia in regard thereto are given below :\n<\/p>\n<blockquote><p>        (i)     As regards point &#8216;A&#8217; of the RTI application, Ms. Verma draws my<br \/>\n                attention to para 2.0 (b) of the Resolution as per which adequate provision<br \/>\n                for the housing of all income groups, especially for EWS and LIG is<br \/>\n                required to be made. It is her say that in the affidavit filed by<br \/>\n                Commissioner (Plg.) does not clearly state whether specific provision has<br \/>\n                been made for EWS and LIG families and that only a broad submission<br \/>\n                has been made therein to the effect that the development of residential area<br \/>\n                is expected to provide dwellings for about 4.5 lac families of all income<br \/>\n                groups.\n<\/p><\/blockquote>\n<blockquote><p>                         To this, Shri Bhutia would respond that it was only an observation<br \/>\n                 of the Board which is not binding on DDA and that it is for DDA to accept<br \/>\n                 the recommendation of the Board or not.\n<\/p><\/blockquote>\n<blockquote><p>         (ii)    As regards point &#8216;B&#8217; of the RTI application, Ms. Verma would submit that<br \/>\n                 her query has not been specifically answered inasmuch she is interested in<br \/>\n                 knowing whether DDA has specifically formulated any specific scheme<br \/>\n                 for the housing of Rangpuri residents but no categorical reply has been<br \/>\n                 given in this regard<br \/>\n                         On the other hand, Shri Bhutia would submit that on page 2 of the<br \/>\n                 affidavit of Commissioner(Plg.) it has been mentioned that Zonal<br \/>\n                 Development Plan is a policy document and it is not area or locality<br \/>\n                 specific.<\/p><\/blockquote>\n<p>        Be it as it may, it appears to me that the query raised by the Appellant has not<br \/>\nbeen specifically responded to. Hence, Shri Bhutia is directed to further check up the<br \/>\nposition with the concerned Departments of DDA and categorically inform the Appellant<br \/>\nwhether any specific housing scheme for the Rangpuri residents has been formulated by<br \/>\nthe DDA and if any such scheme has been formulated, broad details thereof may be<br \/>\nprovided to the Appellant.\n<\/p>\n<p>         (iii)   As regards point &#8216;C&#8217; of the RTI application, it is her say that the<br \/>\n                 Appellants had requested for category-wise information regarding the<br \/>\n                 construction of flats etc. in and around Vasant Kunj area viz. HIG, MIG,<br \/>\n                 LIG, EWS etc. but this information has not been provided. It is also her<br \/>\n                 say that in the affidavit filed by Commissioner(Plg.), 805 flats have been<br \/>\n                 shown to be under construction, having 02 rooms + lounge and she wants<br \/>\n                 to know whether they fall in LIG category or any other category. She has<br \/>\n                 also raised a query as to on what basis 340 flats near Sultan garhi have<br \/>\n                 been shown as LIG category when the brochure on the said Scheme does<br \/>\n                 not show them as such.\n<\/p>\n<p><span class=\"hidden_text\"> GD Verma 23 04                                 3<\/span><\/p>\n<p>                        Shri Bhutia is hereby directed to take necessary steps to collect thte<br \/>\n                 above information from the quarters concerned and provide to the<br \/>\n                 appellant.\n<\/p>\n<p>         (iv)    As regards point &#8216;D&#8217; of the RTI application, it is her say that no additional<br \/>\n                 information has been given other than that which is contained in the<br \/>\n                 affidavit filed by Commissioner (Plg.). She is interested in knowing the<br \/>\n                 details of allotments made to LIG\/EWS families.\n<\/p>\n<p>                         To this, Shri Bhutia would respond that 324 LIG flats were<br \/>\n                 constructed and the same stand allotted.\n<\/p>\n<p>                         Ms. Verma, however, is not satisfied with this inasmuch as she<br \/>\n                 wants to know as to how many of these flats have been allotted to<br \/>\n                 &#8216;LIG\/EWS families&#8217;. It is also her say that as per her information, EWS<br \/>\n                 flats have also been constructed in the said area but no information has<br \/>\n                 been provided regarding the allotment of these flats to EWS families.\n<\/p>\n<p>                         Shri Bhutia is hereby directed to take up the matter with the<br \/>\n                 Housing Department or, for that matter, any other concerned Department<br \/>\n                 of DDA to ascertain whether such information is being maintained and, if<br \/>\n                 yes, to provide the same to the Appellant.\n<\/p>\n<p>                                          DECISION\n<\/p>\n<p>3.     In view of the above discussion, Shri Chandu Bhutia (CPIO) is hereby directed to<br \/>\nprovide information as indicated herein above to the Appellant in three weeks time.\n<\/p>\n<p>4.
