status\u00a0of\u00a0the\u00a0DRDO\u00a0as\u00a0an\u00a0exempted\u00a0organisation\u00a0under\u00a0the\u00a0Right\u00a0to\u00a0Information\u00a0<\/p>\n
CIC\/WB\/A\/2010\/000046\u00adSM
\n (RTI)\u00a0Act\u00a0and\u00a0(b)\u00a0on\u00a0what\u00a0could\u00a0constitute\u00a0human\u00a0rights\u00a0violation\u00a0so\u00a0as\u00a0to\u00a0merit\u00a0<\/p>\n
disclosure \u00a0 of \u00a0 information \u00a0 by \u00a0 organisations \u00a0 otherwise \u00a0 exempted \u00a0 from \u00a0 the\u00a0<\/p>\n
application\u00a0of\u00a0the\u00a0RTI\u00a0Act.\u00a0In\u00a0response,\u00a0the\u00a0CPIO\u00a0had\u00a0informed\u00a0him\u00a0that\u00a0no\u00a0<\/p>\n
government\u00a0order\u00a0laying\u00a0down\u00a0what\u00a0would\u00a0constitute\u00a0human\u00a0rights\u00a0violation\u00a0for\u00a0<\/p>\n
the\u00a0purposes\u00a0of\u00a0the\u00a0Right\u00a0to\u00a0Information\u00a0(RTI)\u00a0Act\u00a0was\u00a0available.<\/p>\n
4.      During\u00a0 the\u00a0 hearing,\u00a0 the\u00a0Appellant\u00a0 submitted\u00a0 that\u00a0since\u00a0 the\u00a0 proviso\u00a0 to\u00a0<\/p>\n
section\u00a024\u00a0clearly\u00a0mandated\u00a0that\u00a0even\u00a0exempted\u00a0organisations\u00a0would\u00a0have\u00a0to\u00a0<\/p>\n
disclose\u00a0information\u00a0relating\u00a0to\u00a0allegations\u00a0of\u00a0human\u00a0rights\u00a0violation,\u00a0there\u00a0must\u00a0<\/p>\n
be\u00a0 some\u00a0 guidelines\u00a0which\u00a0 the\u00a0 CIC\u00a0 should\u00a0be\u00a0 following\u00a0 in\u00a0 determining\u00a0such\u00a0<\/p>\n
cases.\u00a0He\u00a0was\u00a0advised\u00a0that\u00a0no\u00a0such\u00a0guidelines\u00a0existed\u00a0nor\u00a0the\u00a0government\u00a0or\u00a0<\/p>\n
any \u00a0 other \u00a0 authority \u00a0 had \u00a0 issued \u00a0 any\u00a0 such \u00a0 set \u00a0 of \u00a0 guidelines. \u00a0 He \u00a0 was \u00a0 further\u00a0<\/p>\n
informed\u00a0that,\u00a0on\u00a0a\u00a0case\u00a0to\u00a0case\u00a0basis,\u00a0the\u00a0CIC\u00a0decided\u00a0whether\u00a0a\u00a0particular\u00a0<\/p>\n
information\u00a0pertained\u00a0to\u00a0an\u00a0allegation\u00a0of\u00a0human\u00a0rights\u00a0violation\u00a0or\u00a0not.\u00a0What\u00a0the\u00a0<\/p>\n
Appellant\u00a0has\u00a0sought\u00a0would\u00a0involve\u00a0an\u00a0interpretation\u00a0of\u00a0the\u00a0provisions\u00a0of\u00a0the\u00a0<\/p>\n
Act,\u00a0beyond\u00a0the\u00a0competence\u00a0of\u00a0the\u00a0CPIO.\u00a0Therefore,\u00a0we\u00a0do\u00a0not\u00a0find\u00a0anything\u00a0<\/p>\n
wrong\u00a0in\u00a0the\u00a0response\u00a0of\u00a0the\u00a0CPIO\u00a0or\u00a0the\u00a0findings\u00a0of\u00a0the\u00a0Appellate\u00a0Authority.<\/p>\n
5.      The\u00a0appeal\u00a0has\u00a0no\u00a0merit.\u00a0It\u00a0is\u00a0disposed\u00a0off\u00a0accordingly.<\/p>\n
