‘  ‘Thelallegations made in the petition disclose a
\nlamentable state of affairs in one of the premier<\/p>\n
. universities of India. The petitioner might have
\n‘ moved in his private interest but enquiry into the
\n conduct of the examiners of the Bombay
\nA University in one of the highest medical degrees
\nwas a matter of public interest. Such state of
\naffairs having been brought to the notice of the
\ncourt, it was the duty of the court to the public
\nthat the truth and the validity of the allegations
\nmade be inquired into. It was in furtherance of
\npublic interest that an enquiry into the state of
\naffairs of public institution becomes necessary and
\nprivate litigation assumes the character of public
\ninterest litigation and such an enquiry cannot be<\/p>\n
