Complete CVC note sheet, along with enclosures, bearing proposal of initiating officer of the CVC<br \/>\n       and recommendation and approval of the competent authority thereon upon receipt of the afore-<br \/>\n       said letters addressed to Shri Prabhat Kumar, by. Secy. (mentioned at Sl. No. 1 to 5) and Shri Sunil<br \/>\n       Goutam, by, Secy. (mentioned at SI. No. (i) and (ii))\n<\/p><\/blockquote>\n<blockquote><p>    2. CVC documents bearing action taken by said Shri Kumar and Goutam on the letters respectively<br \/>\n       addressed to them.\n<\/p><\/blockquote>\n<blockquote><p>    3. CVC documents communicated to the MoWR which bears final decision of the CVC in respect<br \/>\n       of the afore-said letters received from the MoWR.\n<\/p><\/blockquote>\n<blockquote><p>    4. Present status of the subject matter mentioned in the afore said letters;\n<\/p><\/blockquote>\n<p>Reply of the PIO :\n<\/p>\n<p>The reply is as under:\n<\/p>\n<p>&#8220;The references quoted in your application have no any collatable details. Please provide details about<br \/>\nCommission&#8217;s File, Diary Nos. etc. for obtaining information based on such references.&#8221;\n<\/p>\n<p>Grounds for First appeal:\n<\/p>\n<p>Information has not been provided.\n<\/p>\n<p>FAA order:\n<\/p>\n<p>The CPIO concerned, that is, Shri Sunil Gautam, Director is directed to consider, on merits, providing the<br \/>\ninformation sought by the Appellant in his RTI Application dated 07.04.2010, after ascertaining the<br \/>\nposition (about the letters cited by the Appellant in his RTI Application dated 07.04.2010) through the<br \/>\nDM15 system\/Diary Section, keeping in view&#8217; the letter &amp; spirit of the RTI Act and various provisions<br \/>\nthereof.\n<\/p>\n<p> Reply of the PIO after FAA order :\n<\/p>\n<p>The reply is as under:\n<\/p>\n<p>&#8220;From the DMIS System\/Diary Section wherein the details of the 6 references of MoWR quoted in your<br \/>\napplication have been mentioned, it is noticed that these references have been processed\/submitted in<br \/>\ndifferent concerned files of the Commission and their details are not available therein(i.e. in DMIS).<br \/>\nHowever, the information can be provided if RTI Applicant mentions the details of Commission&#8217;s files in<br \/>\nhis application so that the same can be located.&#8221;\n<\/p>\n<p>Grounds for Second appeal:\n<\/p>\n<p>The information sought for has still not been provided.\n<\/p>\n<p>Relevant Facts emerging during Hearing:\n<\/p>\n<p>The following were present<br \/>\nAppellant: Mr. S.R. Hussain;\n<\/p>\n<p>Respondent: Mrs. Madhu Sham, PIO &amp; Dy. Secretary;\n<\/p>\n<p>        The Appellant claims that certain letters were sent to CVC. The PIO has stated that there is no<br \/>\nrecord of such letters and hence no information can be provided.
