The Applicant filed an RTI application dt.31.1.08 with the CPIO, M\/o<br \/>\n      Information &amp; Broadcasting.    He requested information against 4 points in<br \/>\n      relation to sustainability of a charge memo issued to him. On not receiving<br \/>\n      any reply, he filed an appeal dt.15.12.08 with the Appellate Authority. On not<br \/>\n      receiving any further reply, he filed a complaint dt.25.2.09 before CIC. The<br \/>\n      CIC vide its order dt.25.6.09 directed the PIO to provide the information to<br \/>\n      the Complainant by 15.7.09 and also to showcause as to why a penalty of Rs.<br \/>\n      250\/- per day should not be levied on him for not providing the information<br \/>\n      within the statutory period of one month.\n<\/p>\n<p>2.    The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the<br \/>\n      hearing for July 29, 2009.\n<\/p>\n<p>3.    Mr. A.D. Roy, Under Secretary cum CPIO, Mr. Thomas Mathew, S.O., Mr. K.K.\n<\/p>\n<p>      Singh, CCW and MR. George Kuruvilla, CPIO, Prasar Bharati Secretariat<br \/>\n      represented the Public Authority.\n<\/p>\n<p>4.    The Applicant was not present during the hearing.\n<\/p>\n<p>Decision<\/p>\n<p>5.    The Respondent submitted that the Appellant has not indicated what<br \/>\n      information is required from him against the 4 points. The CPIO Ministry of<br \/>\n      I&amp;B in his reply dated 14.2.08 made this point clear to the Complainant with<br \/>\n      regard to points 1 &amp;2. With regard to points 3 &amp; 4 the CPIO, Ministry of I&amp;B<br \/>\n      stated that information was sought from DGAIR by transferring the request.<br \/>\n      The CPIO, Prasar Bharti Secretariat who represented the DGAIR pointed out<br \/>\n      that with regard to points 3 and 4, the Complainant once again has not<br \/>\n      indicated the exact information he requires and that he has simply stated that<br \/>\n       administrative action should be taken against the Investigator who has<br \/>\n      framed the charged memos against him and for harassing him. The<br \/>\n      Complainant also, against point 4 has only expressed his opinion about the<br \/>\n      promotion of Mr. Mohindra despite being        under cloud.   The CPIO, Prasar<br \/>\n      Bharti forwarded the RTI application to DGAIR for information against points<br \/>\n      3 and 4 on 15.2.09       and the    first appeal was filed by the Appellant   on<br \/>\n      19.5.09 on not receiving any information.\n<\/p>\n<p>6.
