SIRI JAGAN, J.\n                 ------------------------------------\n                   W.P.(C)No.16924 OF 2008\n              ----------------------------------------\n                Dated this the 28th day of August, 2008\n\n                            JUDGMENT\n<\/pre>\n<p>     The petitioner took margin money loan from the Industries<\/p>\n<p>Department. He also obtained a loan from the Kerala Financial<\/p>\n<p>Corporation. Now the entire amount has been repaid both under<\/p>\n<p>the loan with the KFC and the margin money loan. In spite of the<\/p>\n<p>same, the security documents for securing the repayment of the<\/p>\n<p>margin money loan have not been released to the petitioner on<\/p>\n<p>the ground that the petitioner has not paid collection charges.<\/p>\n<p>The petitioner is willing to pay the collection charges also with<\/p>\n<p>costs and expenses incurred by the department.             On these<\/p>\n<p>contentions the petitioner seeks the following reliefs:<\/p>\n<blockquote><p>            &#8220;(i)   To call for the records relating to exhibit P6<br \/>\n       and quash the same by issuing a writ of certiorari.\n<\/p><\/blockquote>\n<blockquote><p>             (ii)  Issue   a  writ   mandamus     or  any  other<br \/>\n       appropriate writ order or direction, directing the<br \/>\n       respondents to release petitioners property of 55 cents<br \/>\n       in Re Sy. No.182\/11 of Manakkad Village, Thodupuzha<br \/>\n       Taluk (old survey No.731\/2) to petitioner after receiving<br \/>\n       the collection charges and expenses incurred by Revenue<br \/>\n       Department, by passing necessary orders&#8221;.\n<\/p><\/blockquote>\n<p><span class=\"hidden_text\">W.P.(c)No.16924\/08                2<\/span><\/p>\n<blockquote><p>      2.    I have heard the learned Government Pleader also.\n<\/p><\/blockquote>\n<p>I am of opinion that in so far as the petitioner is ready to pay<\/p>\n<p>the amount demanded by the respondents, he cannot be<\/p>\n<p>denied the relief of release of the security documents.<\/p>\n<p>      Accordingly, I dispose of this writ petition with a direction<\/p>\n<p>to the respondents to see that the security documents of the<\/p>\n<p>petitioner are released him, within a period of two weeks from<\/p>\n<p>the date of receipt of the balance amounts due including<\/p>\n<p>collection charges, which shall be intimated to the petitioner<\/p>\n<p>within a period of one week from the date of receipt of a copy<\/p>\n<p>of this judgment.\n<\/p>\n<\/p>\n<p>                                          S.
