Justice P.BHAVADASAN\n\n Dated :29\/07\/2009\n\n O R D E R\n               P.R.RAMAN &amp; P.BHAVADASAN, JJ.\n\n                    -------------------------------\n\n                     W.P.(C) No.21135 of 2009\n\n                    -------------------------------\n\n                   Dated this the 29th July, 2009\n\n                          J U D G M E N T\n<\/pre>\n<p>Raman, J.\n<\/p>\n<\/p>\n<p>              Petitioner , a student at Sree Vivekananda College,<\/p>\n<p>is a candidate contesting to the College Union election, which is<\/p>\n<p>scheduled to be held on 30.7.2009 between 9.30 a.m. and 12.30<\/p>\n<p>p.m. It is stated that counting begins at 2.00 p.m. on the same<\/p>\n<p>day and the results are expected to be announced by 4.00 p.m.<\/p>\n<p>It is further stated that during last year&#8217;s election, 2008-09,<\/p>\n<p>there were untoward incidents       happened.      In order to avert<\/p>\n<p>such incidents in the election scheduled to be held on 30.7.2009,<\/p>\n<p>it is prayed that appropriate orders be issued to the respondents<\/p>\n<p>to give necessary police protection.\n<\/p>\n<\/p>\n<p>              2.   When the matter came up for consideration<\/p>\n<p>yesterday, we found that the Principal of the College has not been<\/p>\n<p>impleaded and in the absence of any complaint or request made<\/p>\n<p>W.P.(C) No.21135 of 2009<\/p>\n<p><span class=\"hidden_text\">                                 2<\/span><\/p>\n<p>by the Principal of the College, this Court was reluctant to pass<\/p>\n<p>any orders, but adjourned the case to get instructions as to<\/p>\n<p>whether any complaint has been made by the Principal of the<\/p>\n<p>College.\n<\/p>\n<\/p>\n<p>                3. Today when the case came up for consideration,<\/p>\n<p>a copy of the letter dated 28.7.2009 addressed to the Circle<\/p>\n<p>Inspector of Police, Kunnamkulam,        by the Principal of the<\/p>\n<p>College, was handed over to us. It is seen from the said letter<\/p>\n<p>that a written complaint has been made to the Circle Inspector<\/p>\n<p>of Police, Kunnamkulam, to make necessary arrangements for<\/p>\n<p>keeping vigil in and around the campus from 8.30 a.m. to 4.30<\/p>\n<p>p.m. on 30.7.2009.             The learned Government Pleader<\/p>\n<p>appearing on behalf of official respondents also submits that such<\/p>\n<p>a complaint has been received yesterday and arrangements will<\/p>\n<p>be made as directed by this Court.\n<\/p>\n<\/p>\n<p>                4.    In such circumstances, we direct the Circle<\/p>\n<p>Inspector of Police, Kunnamkulam, to make all necessary<\/p>\n<p>W.P.(C) No.21135 of 2009<\/p>\n<p><span class=\"hidden_text\">                                  3<\/span><\/p>\n<p>arrangements for keeping vigil in and around the college campus<\/p>\n<p>on 30.7.2009, till the results are announced.<\/p>\n<p>                5. The petitioner is directed to hand over a copy of<\/p>\n<p>this writ petition along with a copy of this judgment to the<\/p>\n<p>Principal of the College, who in turn shall forward the same to the<\/p>\n<p>Circle Inspector of Police, Kunnamkulam, for information and<\/p>\n<p>compliance.
